Investigation Report On The Implementation Of Mortgage Loan For Housing Property Rights Of Peasants In Jiangxia District

The"Decisions of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening Reform"adopted at the Third Plenary Session of the 18th Central Committee clearly proposed that the government should attach great importance to the livelihood issue in the rural areas and put forward specific work requirements for the construction of rural homestead system,requiring gradual implementation on the plan of mortgage loan for housing property rights of peasants seriously and steadily.In order to further deepen the reform and innovation of rural finance,the"Guiding Opinions of the State Council on Launching the Pilot Operation of Mortgage Loan for Management Rights of Rural Contracted Land and Housing Property Rights of Peasants"?hereinafter referred to as"Opinions on two rights"?was issued on August 24^th,2015.This is a milestone in steadily promoting reform of the rural land system,and it has officially launched the pilot project of mortgage loans for housing property rights of peasants.The pilot project of mortgage loans for housing property rights of peasants is a significant institutional innovation,which is conducive to activating stock assets in rural areas and improving the utilization efficiency of rural land resource,and is of great significance to rural economic development.Through combing the domestic literature,the author finds that most of the scholars in the theoretical circle carry out theoretical analysis on the housing property rights system,but only a few scholars analyze the problems in practice through the current implementation status and investigation at the pilot areas.This paper takes the author's hometown,Wuhan of Hubei Province,as a starting point,and has analyzed the mortgage loan system of housing property rights of peasants in China through investigating the implementation of Jiangxia District,the only pilot area in Wuhan,so it has certain application value.Taking the current implementation status of the mortgage loan system for housing property rights of peasants in Jiangxia District as the research object,this paper arranges its structure and content as follows.The first part is the introduction,It mainly introduces the research background and research significance of this paper,expounds relevant concepts through the combing of related literatures,and highlights the innovation of this paper by analyzing the current status of domestic research.The second part is a summary of the investigation and research on the implementation of the housing mortgage loan system of peasants in Jiangxia District.It introduces the time,location,purpose and method of conducting the investigation,outlines the pilot policies,operational procedures,functional distribution,loan status and the overdue status of“Rural Housing Mortgage”service in Jiangxia District,and looks into the current implementation status of the mortgage system for housing property rights of peasants in the pilot areas through the collection of data,on-site observation,in-depth interviews and questionnaires.The third part mainly analyzes the existing problems in the pilot process of Jiangxia District combining the specific conditions of the pilot area.The fourth part further analyzes the causes of the problems combing the specific problems existing in the pilot area.The fifth part puts forward suggestions and measures for further improvement of the pilot area based on the actual situation in Jiangxia District of Wuhan city.
