The Research On Deepening The Reform Of The Administrative Examinanation And Approval System In Gulou District Of Fuzhou City

Administrative examination and approval system reform since 2001,has been in the preliminary stages,exploration stage,deepening stage,and is now in deepening the crucial stage.Over the past 18 years,through reform,there has been a huge shift of government functions and administrative examination and approval matters greatly reduced,the market economy not only enhance its vitality,and strengthen the government's own legal system construction and the cultivation of clean government.Since the 18 th national congress of the communist party of China,a consensus has basically been reached on the reform in the three major areas of streamlining administration and delegating power,strengthening regulation and improving services.As the reform of the administrative examination and approval system moves towards the reform of "delegated control and service",the path of reform becomes clearer and clearer,and the pain points,difficulties and blockage points of reform become clearer and clearer.How to further deepen the reform of the administrative examination and approval system is still one of the core tasks of the transformation of government functions at present and even in the future.This paper selects Gulou District of Fuzhou City as the target,combines the theory of institutional changes,the theory of overall government,and the theory of new public service,and adopts research methods such as document combing,questionnaire,and interview.It is summarized that the reform of the administrative examination and approval system in Gulou District of Fuzhou City has achieved certain results in terms of efficiency of examination and approval,standardized supervision,government service,and innovative mechanisms.However,a number of problems have emerged,such as the lack of top-level design,different standards for streamlining administration and delegating power,insufficient supervision and law enforcement,and the lack of mechanisms for evaluating service effectiveness.It also analyzes the causes of the contradictions of the roles of the main body of reform action,the imbalance within the administrative system,the imperfect supervision system,and the negative traditional administrative culture consciousness.After giving full consideration to the scientific nature,rationality and operability of local government practice,we will be issue-oriented.This paper puts forward six practical strategies of strengthening coordination mechanism,improving rules of change,strengthening guarantee response,optimizing factor allocation,introducing evaluation mechanism and reshaping administrative culture,so as to advance the implementation of deepening administrative examination and approval system reform in Guolou District of Fuzhou city.
