Research On "Joint Responsibility Mechanism" Of Local Vertical Intergovernmental Relation

How to complete the administrative tasks assigned by the central government is an important issue in the field of public administration and a basic problem that must be solved in the process of administrative system reform in China.To maintain the relationship between central government and local government and maintain social stability;It is also conducive to promoting the gradual improvement of the socialist market economy and driving economic development.This paper attempts to think about the mode of local governments,especially grass-roots governments,to accomplish administrative tasks under the pressure system from the perspective of vertical intergovernmental relations,and puts forward that "joint responsibility mechanism" is an indispensable way to promote vertical governments to accomplish administrative tasks.On this basis,this paper discusses the concrete operation of the "joint responsibility mechanism" in the vertical level of government,and reflects on the defects of the "joint responsibility mechanism" based on the reality.Finally,it analyzes the final way out of the "joint responsibility mechanism" and the general idea of improving the vertical level government to complete the administrative tasks.The research on "joint responsibility mechanism" of local vertical intergovernmental relations is of great theoretical significance and in line with the practical needs.The "joint responsibility mechanism" has played an important role in the process of the vertical level government fulfilling administrative tasks under the pressure-type system.However,with the transformation of society,this mechanism of action is increasingly not in line with the needs of society.Based on the problems brought about by the "joint responsibility mechanism",it is urgent to reform and improve it.However,it should be noted that in the process of reforming the vertical intergovernmental relations,we should not only draw on the advanced experience of other countries and draw on each other's strengths,but also seek truth from facts based on our national conditions.
