The Model Research Of Urban Public Security Incident Collaborative Governance

Urban public security faces severe challenges with the development of urbanization and the arrival of a risk society.Complexity and destructive features of security incidents city requirements must change the traditional government-led crisis management mode,to find a new governance model to solve the problem of urban safety.It is necessary to establish a synergy concept,master real-time dynamics and launch linkage mechanism to create a coordinated public security emergency response model and achieve sustainable development of urban public safety.The article discusses the core issue of collaborative public safety incidents in urban areas.The research results have theoretical and practical significance in enriching the theory of urban public security governance,innovating urban security governance models and improving urban public safety.The article uses literature research methods,normative analysis methods,systematic analysis methods and other research methods.From the perspective of combining governance theory with synergy theory,this paper attempts to construct a theoretical framework for collaborative public safety events in the four levels: governance subject,network structure,behavioral interaction and synergy mechanism.Government,citizens,businesses and social organizations trust each other,share information and integrate resources to conduct effective behavioral interactions by building a network relationship system.and the use of multiple synergy mechanisms to create a multi-agent collaborative governance model.They use the multi-disciplinary mechanism to create a multi-agent collaborative governance model,and then sort out the problems and dilemmas of these four links in the current urban resources and systems to explore the coordinated management model of urban public security incidents: Strengthening the ability of governance and safety awareness,Strengthening the interaction of subject behavior from three aspects: government coordination,laws and normative participation.Finally,the article strengthens the synergy effect through diversified synergy mechanism to promote the optimization and development of urban public safety in China.
