Research On The Construction Of Beautiful Countryside

In 2013,the Central Committee's "No.1 document" put forward "efforts to build beautiful villages",further clarifying the need to strengthen rural environmental protection,ecological construction and comprehensive management.Subsequently,large-scale actions were carried out across the country in accordance with the "opinions on the creation of" Beautiful villages "issued by the Ministry of Agriculture.In the report of the 19 th CPC National Congress,General Secretary Xi Jinping once again proposed to "speed up the reform of the ecological civilization system and build a beautiful China." Beautiful countryside has become an important foothold for the construction of a beautiful China,a new expectation for the broad masses of farmers to pursue a better life,and an inevitable requirement for building a well-off society in an all-round way.In the new era,beautiful rural construction is not only related to the improvement of rural ecological environment,but also to take into account the development of rural economy,promote industrial upgrading and transformation,enhance rural civilization,and achieve the rich life of the overwhelming majority of the people.Up to now,various types of villages across the country have been tentatively created,set up a number of beautiful rural models,and explored some experiences,for example,there are Anji model in Zhejiang,Tonglu model,Huzhou model and Gongcheng model in Guangxi.However,Henan Province,as a major agricultural province in the central and western regions,is less in learning other local models and experimenting with beautiful rural construction.therefore,this paper is based on the background of the strategy of rural revitalization in the new era.this paper makes an investigation and research on Luanchuan County,the first ecological county in central Henan Province,and puts forward constructive suggestions.This paper combs the connotation of beautiful rural construction and related theoretical concepts,and expounds the importance and necessity of the current beautiful rural construction.Taking Luanchuan County,an ecological civilization county in the central region as a case,this paper uses the methods of literature research,empirical research and comparative analysis to explore the current situation,effective experience and typical village model of local ruralconstruction.Moreover,through omni-directional investigation,it is found that there are problems in the current rural construction in Luanchuan County.including the overall level of rural construction is not high,the support of economic development is weak,the main participation of farmers is not enough,rural civilization has been destroyed,infrastructure and mechanism need to be improved.Based on the research of the above issues,this article is based on the current theory and practical experience of rural construction,and compares the Luanchuan model in the middle with the Anji model in Zhejiang.The rural governance system and mechanism are proposed as reference strategies for the construction of beautiful villages,with a view to passing the study of beautiful rural construction in Luanchuan County to provide reference experience for the construction of beautiful rural areas in the central and western regions.
