A Study On The Corruption Control In Hunan's Poverty Reduction:from The Perspective Of Mechanism Design

Corruption of “Sparing No Effort in Taking Advantage of What One Puts His Hand On” as a typical form of corruption at the grassroots level and small levels,mainly refers to corruption about a small number of grass-roots cadres in the process of allocating fund,examining and approving and managing of grass-roots affairs,abuse of power to infringe the vital interests of the people.This kind of behavior is a big violation of the interests of the people.The quantity is not big and the harm is not small.It must be resolutely rectified.From the perspective of mechanism design theory,the prevention and control of this type of corruption can be more effective and sustainable.Through summarizing and sorting out the exposed cases of corruption in Hunan Province,161 typical cases of "Sparing No Effort in Taking Advantage of What One Puts His Hand On" corruption occurred in the field of poverty alleviation from January 2015 to September 2018 were selected.From the perspective of mechanism design,through the analysis of these cases,it is found that the characteristics of "Sparing No Effort in Taking Advantage of What One Puts His Hand On" corruption in the field of poverty alleviation in Hunan Province include a wide range of areas involved,the main body of crime is "grass-roots cadres",the number of cases involved,and the proportion of corruption crimes is significant.From the perspective of mechanism design theory,this paper argues that the main causes of overplucking corruption in poverty alleviation in Hunan Province are information asymmetry,personal quality affecting information efficiency,imper fect supervision mechanism and lack of corresponding incentive mechanism for grass-roots cadres.Based on the information efficiency and incentive compatibility of the theoretical connotation of mechanism design,starting from the promotion of information efficiency and the realization of incentive compatibility,the governance of "wild goose" corruption in the field of poverty alleviation in Hunan can be started from the following aspects: strengthening the quality construction of grassroots cadres,streng thening grass-roots political information disclosure,realizing the standardized management of funds in the field of poverty alleviation,and continuing to promote "Internet +" in Hunan province.Supervise the work,reform the salary system of grass-roots cadres,improve the performance evaluation system of grass-roots cadres,build a comprehensive power supervision system in the field of poverty alleviation,establish a supervision and guarantee mechanism for poor people,advocate the condemnation mechanis m of public opinion,improve the accountability mechanism and strengthen accurate accountability.
