Guided by politics,public administration,government public relations as well as the theories of social conflict,"relative deprivation",social combustion,differential trust in government and co-building,co-governing and co-sharing,the article takes the "3·3 Incident" in Pinghai Town,HD County,Guangdong Province as a typical example,and from the perspective of a witness of the incident,uses field research,interviews and case analysis to uncover the historical fact and truth,dissect the problems and underlying causes of the incident and propose suggestions on handling it as a reference for cadres at the basic level to effectively deal with such incidents.The article describes the background of the incident,gives an introduction to the four stages of it,including germination and occurrence,escalation and development,intensification and evolution,calming and extinction,and summarizes the main characteristics of it,including strong organization,strong foreign elements,strong antagonism and high degree of concern.In addition,the article provides an in-depth analysis of the inducing factors of the incident,including underlying causes,direct causes and external factors.It then highlights the specific process of how the local government dealt with the incident before,during and after it,depicting and analyzing the problems such as delay in handling with a fluke mind,insufficient early warning of crisis,hesitation in making decisions and inadequate emergency measures,as well as pointing out the negative effects of the incident on local political and social stability,local public image,trust in government and normal production and life orders.Furthermore,the article proposes solutions to eliminate the inducing factors in the aspects such as land acquisition in line with laws,benefit distribution,improving the guarantee system and implementation of supporting facilities centering around the theory of co-building,co-governing and co-sharing,and then puts forward suggestions on handling the incident in the aspects of prevention,early warning,blocking and remediation. |
