The Trans-Pacific Partnership(TPP)has been an unavoidable topic in the study of international trade rules in recent years.Twelve member countries(the United States,Canada,Mexico,Japan,Australia,New Zealand,Chile,Peru,Singapore,Brunei,Malaysia,Viet Nam)span Asia,the Americas and Oceania,which conform to the trend of regional trade arrangements breaking through geographical restrictions and moving towards expansion and integration.There are also significant differences in the level of development among member countries,which is why the high standards of the TPP agreement and the way in which the interests of different member countries are reconciled are most noteworthy.Faced with the largest and highest standards of regional trade arrangements in the Asia-Pacific region,how China recognizes and copes with TPP has long been a hot topic for scholars to study.Now TPP has cooled down because of the abrupt withdrawal of the United States.China's regional development environment pressure has also been reduced.But this does not mean that TPP is meaningless to China.The goal of TPP is to "set new standards for global trade",and at the same time,it is the result of regional trade arrangements concluded by the economies of the Asia-Pacific region.It is worthy of our in-depth understanding.For a long time,the multilateral trading system and the regional trading system have maintained a "friend and foe" relationship.While competing with each other,theregional trading system has always recognized the primacy of the multilateral trading system,while the multilateral trading system has recognized the pioneering role of regional trade arrangements.In the context of setbacks in multilateral trade negotiations,regional trade arrangements with fewer members and easier to reach agreements have shown greater practical advantages.Since the 1980 s,the European Union and the United States and other developed countries have dominated regional trade arrangements.As the leaders,they not only promote economic development and national strength growth,but also grasp the right to speak and formulate rules,so as to maximize national interests.By joining WTO actively,China has begun to participate in the multilateral trading system,established close cooperative relations with other countries in the world,stimulated domestic economic growth,pushed reform and opening up to a new stage,and promoted the development of the world economy.At the same time,China strives to improve the rules of international trade.China started late in the practice of regional trade arrangements.The report of the 17 th National Congress of the Communist Party of China put forward the strategy of implementing the free trade area,and since then the construction of the free trade area has become a national strategy.At present,China's FTA has entered the stage of development and expansion.In addition,China has carried out the system practice of the FTZ,implemented the strategy of " The Belt and Road",and explored the new mode of international cooperation and global governance.In recent years,the counter globalization has brought uncertainty to economic globalization.Faced with pressure and challenges,China should participate in global governance and study the changes of new international economic and trade rules.Faced with the opportunity of global economic and trade regulation adjustment,we should analyze the impact of TPP(and post-transition CPTPP)on China,study the high-standard trade rules of TPP and the interest coordination mechanism of member countries,summarize China's practical experience in the field of multilateral trade system and RTA,and focus on building the discourse right of future international trade rules.This paper studies TPP and the reform of China's international trade rules.The first chapter is about the development,content and characteristics of TPP.The second chapter is the international law basis of TPP rules.The third chapter is China's practice in the multilateral trading system and RTA.Chapter IV: The impact of TPP on the practice of international trade rules construction in China and our response.Finally,the conclusion is that TPP,as an important regional trade arrangement completed in the Asia-Pacific region,represents a high standard of international trade rules and deserves further study.In the critical period of globalization,China should actively formulate new international trade rules,promote the reform of international trade rules and promote the orderly development of international trade.
