Study On The Equalization Of Basic Public Services In The Process Of Urban-rural Integration

With the development of social and political economy,the gap between city and countryside is becoming more and more obvious,and the contradiction between urban and rural areas is deepening,in order to alleviate this contradiction,the central government put forward the strategic approach of urban and rural integration and development.In recent years,the development of urban and rural integration and the equalization of basic public services have become the focus of academic research,and have produced rich theoretical achievements,including the research on the connotation,characteristics and realization path of urban-rural integration and development,but scholars have less research on the development of urban and rural integration and the equalization of public services.Most of them are to study the equalization of public services as an important content and characteristic of the development of urban and rural integration,ignoring the urban-rural integration effect of equalization of public services.The equalization of basic public services and the development of urban and rural integration are matched in content and logic,and the equalization of basic public services has the effect of economic integration and development,social equity,livelihood development,cultural city effect and ecological governance effect,and is an effective way to realize the development of urban andrural integration.However,due to the malpractice of two yuan system structure,the limitation of government function and the lack of farmers ' demand expression channels,the non-equalization of public service supply in rural and urban areas is hindered,which hinders the development of urban and rural integration,so it is necessary to rely on the equalization of basic public services to realize the integration and development of urban and rural areas.Based on the national conditions of our country and the relevant research at home and abroad,this paper first begins with the related concepts of urban-rural integration and development,defines the connotation and characteristics of urban-rural integration and development,and on this basis analyzes the general ways to realize the development of urban and rural integration,that is,the path of urbanization driving rural economic development and the development capacity of The key to both paths is to equalize basic public services.Secondly,it puts forward the assumption that the equalization of basic public services is an effective path to realize the development of urban and rural integration,and then proves this hypothesis from two angles of theory and demonstration.On the theoretical level,this paper mainly analyzes the internal matching logic of the equalization of basic public services and the development of urban and rural integration,including the content of urban and rural integration and the effect of urban-rural integration of the equalization of basic public services,and through the construction of the evaluation Index system of the equalization of basic public services and the development of urban and rural integration,Looking at the changes of urban and rural integration level and the level of equalization of public services in China in the past ten years,and then the difference between urban and rural integration Development Index and Basic public service equalization level,this paper explores the correlation between the two,and empirically finds that the higher the level of equalization of basic public services,the higher the level of urban-rural integration,It is further proved that the equalization of basic services is an effective path to realize the development of urban and rural integration.Thirdly,within the framework of the basic public service content,based on the actual situation of our country,this paper analyzes the predicament of thenon-equalization of public services to realize the integration and development of urban and rural areas in our country at present,and explores the reasons from the angle of system,government and market.Finally,on the basis of analyzing the reasons,this paper puts forward the corresponding policy orientation from three levels of ability,motivation and pressure,and tries to explore the equal path of basic public service for urban and rural integration and development suitable for China's national conditions.
