After more than one hundred years of development and application,the radio technology has profoundly changed human production and lifestyle,revolutionarily changed the way of human communication,and powerfully promoted national defense construction,economic development and social progress.Since China's reform and opening up,great achievements have been made in the development and application of radio technology,which has led the world in some fields.At present,China has become a powerful country in the development,research,production and application of radio technology in the world.Radio spectrum resource is an important strategic resource of the country and an essential resource to promote economic and social development.Due to technical constraints and the influence of spectrum resource characteristics,the contradiction between supply and demand of radio spectrum resources is prominent.At the same time,using radio technology to engage in illegal activities is also competing for spectrum resources,which has a negative impact on legitimate radio communication,sustainable and healthy development of the national economy and property security of the people."Pseudo base-station" is a typical tool that uses radio technology to engage in illegal activities.The use of "pseudo base-station" to implement telecommunication fraud has become a major component of telecommunication fraud cases in recent years."Pseudo base-station" is harmful and has a wide range of hazards.In 2015,the fight against "pseudo base-station" has been raised to the national level.In recent years,governed on "pseudo base-station" has achieved remarkable achievement.However,due to the strong operational and technical nature of the "pseudo base-station" case,the high degree of complexity of the case and the wide range of cases involved,there are still many problems in the process of "pseudo base-station" governance,and new problems are constantly emerging,which need to be further explored and studied.There are five chapters on the Research on "Pseudo Base-Station" Governance,include the background,current situation,problems,causes and countermeasures,as well as the purpose,significance,literature,methods and basic theory for the governance of "Pseudo base-station",are introduced comprehensively,and the foundation of cooperative governance is improved respectively.The rules and regulations,technological,and a good social ecology to be given,are three aspects to solve the governance problem of "Pseudo base-station",hoping to bring some reference value and practical significance for the "Pseudo base-station" governance.
