The Logistics management and service work of government organs is not only a business work within government organs,but also closely related to the overall social management and the basic interests of the public,the importance can not be ignored.The socialization of logistic service is an important goal of the development of the administrative work of organs in the future,and it is also the result of the development and reform of this work.This paper analyzes the reform of the socialization of the logistic service of various levels in various localities under the current situation,and holds that under the general trend of the institutional reform since the Nineteenth National Congress,we can learn from the advanced practices and successful experiences at home and abroad,reform the mechanism and system of the administrative departments of organ affairs,and strive to realize the scientific management and legal guarantee of the logistic service of organs.Obstacles,performance appraisal,accelerate transformation and development.Ningbo,as the leading force of reform and opening up in the eastern developed areas,has undergone various stages,such as germination,learning,innovation and development,review and summary,and further progress.After the State Council promulgated the Regulations on Administration of Organs' Affairs,Ningbo Municipal Bureau of Administration of Organs' Affairs has studied and implemented the spirit of the Regulations,and has comprehensively carried out the socialization reform of logistic services of municipal organs of Ningbo Municipal Administration Center in light of the good opportunity for the opening of Ningbo Municipal Administration Center.However,imperfect institutional mechanisms,inadequate institutional functions,inadequate markets,increasingly scarce human resources,and conflicts between organs and social thinking habits still plague reform.The main reasons are as follows: first,the service team is not selective enough,resulting in a certain degree of dependence;second,excessive staff mobility,affecting the stability of the team and service capabilities;third,the stability of the core posts has been impacted;fourth,the agency's old logistics service personnel and resource re-allocation challenges;and fifth The integration of social service culture and organ culture exists.Sixthly,it is difficult to supervise high standard service.By using the methods of literature analysis,comparative analysis and empirical analysis,this paper analyzes the relevant definitions and connotations of the reform of logistic socialization of municipal organs in Ningbo and summarizes and compares the characteristics of the practices of developed countries and regions at home and abroad.It holds that the reform of logistic socialization of municipal organs in Ningbo administrative center is the current practice and practice.There is more potential for success.Based on the theory of new public management,the theory of cooperative governance and the theory of government purchasing service,this paper analyzes the present situation,problems and reasons of the socialization reform of logistic service in municipal organs of Ningbo administrative center from the perspective of managers and actual participants,and puts forward some corresponding countermeasures,that is,strengthening government property.Industry development,strengthening human resource management,emphasizing the controllability of key positions,promoting the rationality of personnel and resource allocation,cultural integration,and establishing a high standard assessment mechanism.
