Study On The Problems And Countermeasures In The Implementation Of Temporary Assistance Policies For Rural Areas In Jiangsu Province

In 2007,the Ministry of Civil Affairs began to deploy the initial establishment of temporary relief system in different places,which has formed its own features after years of development,and which plays a crucial role in guaranteeing the basic life of the people in straitened circumstances.The system,which relieves the pressure of the Subsistence Security System,and which helps the vulnerable groups who get into an awkward position due to temporary and sudden major difficulties to temporarily overcome their difficulties,thereby remedying the emergency defects of other relief policies,is an integral supplement to rural social relief policies.As social economy continuously develops and main social contradictions changes in China,the income structure and life risks of farmers have changed so that the temporary relief policy with remarkable results has faced by new emerging problems during its implementation.By visiting G Township of S City,the author understands the basic situations such as the number and causes of those who receive the help of the temporary relief system in G Township,centers on interviewing them and the staff of G Township Civil Affairs,explores the demonstrated effectiveness of the temporary relief policy during its implementation in rural areas,thereby finding out the problems it is now facing.Through literature collection,site visits and other forms,the author understands that there are still some problems in the implementation of the temporary relief policy in G township,such as unclear standards of relief money,inadequate decision power at the grass-roots level,cumbersome relief procedures,irregular collection and use of relief funds,ineffective government supervision,absence of relevant social organizations in relief,and so on so that the author puts forward six suggestions according to the above problems.First,we should strengthen the government's responsibility and change the concept of relief,guarantee the fairness in implementing the temporary relief policy,strengthen professional and multi-sector cohesive functions of the relief team,enhance the publicity of temporary relief policy and guide the group who are in difficulties to help themselves.Second,optimize the relief standard,lower the threshold of relief to increase its efficiency and simplify its procedures.Third,we should improve the level of relief and standardize the right of free adjudication at the grass-roots level in a scientific way.Fourth,we should expand the channels of fund raising and standardize its use for efficient use.Fifth,thefamily role should be enhanced to reduce the dependence of those who receive the help on the policy,and concurrently improves its role.Sixth,the intervention of social organizations should be strengthened to promote their independent development and encourage them to participate in the temporary relief.
