With the continuous attention to the "three rural issues",especially the report of the 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization.As the leading organizer of Rural Development,the quality of rural cadres is the key factor to realize the rural revitalization,which directly affects the implementation quality of rural revitalization.With the advancement of the rural revitalization strategy and the acceleration of the anti-poverty campaign,the state will give more benefits to the rural areas,but the rural areas in less developed areas have not shown sufficient policy effectiveness Some undesirable and negative phenomena have arisen among rural cadres.The poor quality of rural cadres in less developed areas did not adjust their structure and function in time with the reform and transformation,nor did they develop in time the thinking mode and action logic that suit the new situation of Rural Society Showing strong maladjustment in the drastic rural social changes,leading to the serious shortage of motive force,ability and vitality for rural revitalization,thus making it impossible for villages to truly and effectively link up,integrate and utilize national resources for the revitalization of development,affecting the effective implementation of rural revitalization strategy.The basic research aim of this paper is: According to the theoretical research on the quality construction of rural cadres,to link the rural revitalization with the improvement of the quality of rural cadres,to grasp the pattern and logic of the development of the quality of rural cadres in underdeveloped areas,contribute to the rural revitalization of the depth and high-level development.The first chapter is the introduction part.Firstly,it explains the background,theoretical significance and practical value of the research on the quality construction of rural cadres in less-developed areas.At the same time,it defines the main concepts of the study,"underdeveloped areas" and "quality of rural cadres",and compares three similar concepts of "cadres" Further clear the key concept elements and core
