With the development of economy and the expansion of cities,the group of migrant workers is expanding day by day.According to statistics,the total number of migrant workers reached 288.36 million in 2018.They have dual identities.Although they are registered in rural areas,they have been working in the secondary and tertiary industries in cities for a long time.Migrant workers are generally in the middle and bottom of the society.The work they are engaged in is generally dangerous and the employment status is not stable.They are vulnerable to industrial injury and should also be the key group of industrial injury insurance.However,due to the delayed legislation of industrial injury insurance,the low level of overall planning,the absence of administrative supervision and services,and the unclear boundary of government responsibility,the insurance participation rate of migrant workers has been at a low level,and the rights protection problems of migrant workers after industrial injury also emerge in an endless manner.Industrial injury insurance as an important social security project to maintain social harmony and stability,the government bears the direct and important responsibility for the improvement of industrial injury insurance reform.In nanning city as an example,the research has some typical migrant workers industrial injury insurance the government responsibility and reference to study western city and even the national rural migrant workers industrial injury insurance liability has reference significance to the national government,the corresponding countermeasures are also applicable to the national promotion,so the author in nanning city in guangxi as an example,study of migrant workers industrial injury insurance the government's responsibility.This paper elaborates from the following five parts: the first part,elaborated the topic background and the research significance of the government responsibility of migrant workers' industrial injury insurance,introduced the research status at home and abroad.The second part elaborates the concepts of migrant workers,industrial injury insurance and government responsibility,and puts forward the theory of externalities,maslow's hierarchy of needs theory and social equity theory.The third part analyzes the present situation of workers' compensation insurance and the questionnaire of workers' compensation insurance in nanning.The fourth part analyzes the government liability of workers' compensation insurance in nanning.The fifth part puts forward the countermeasures to improve the government liability of migrant workers' industrial injury insurance.
