2019 is an important year for China to deepen the opening up of the banking industry.China has successively launched a number of measures to open the banking industry to the outside world.In May 2019,the China Banking and Insurance Regulatory Commission introduced 12 policies related to the opening up of the banking industry.In July,the Financial Stability and Development Committee under the State Council announced 11 new measures related to opening up the financial industry.In November,the State Council decided to amend some of the "Regulations on the Administration of Foreign Banks of the People's Republic of China" Clauses to further relax financial market access conditions.It can be seen that the pace of China's expanding and deepening of the opening up of the banking industry is gradually accelerating.Actively introducing foreign financial institutions to increase the opening up of the banking industry will help China's banking industry to absorb advanced management experience,and improve the competitiveness and market vitality of the banking industry.The opening up of the banking industry has brought opportunities and challenges to China at the same time.Intensified market competition,lack of supervision,and national economic security still need to focus on.How to establish an efficient and complete supervision system while expanding the opening up is the key to ensue the stable operation of China's banking industry.As the world's economic powerhouse,the United States has a huge banking industry,a long history of reform of the banking supervision system and remarkable results,and has now formed a mature supervision system.The reform experience of the US banking industry's foreign capital access and supervision has important reference value for China.This article analyzes the foreign investment access and regulatory issues in the US banking industry from a historical perspective.First,this article reviews the related theories put forward by the American academic community from the aspects of the impact of foreign capital entry on domestic banks and the reasons for the government's regulation of the banking industry.It can be seen from the collation of the relevant theories at each stage that the relevant economic theories proposed by American scholars are an important basis for the US authorities to formulate foreign capital access and regulatory policies.Secondly,this article divides the development of the banking industry in stages according to the landmark events of the US banking industry,and introduces the development of the domestic banking industry,the development status of foreign banks,and the policy adjustments made by the United States to the development of foreign banks.Finally,this paper sorts out the history and current situation of the introduction and supervision of foreign investment in China's banking industry,compares the course of change in the US banking industry,and concludes the current deficiencies in China.It also provided policy suggestions for further improving China's existing regulatory system.
