Since the project of "cross border co-location juxtaposed" model raised in 2008,it has been questioned and criticized a lot.Finally,the government of the Hong Kong Special Administrative Region(Hong Kong)announced that the Regulation of Cross Border Co-location Juxtaposed" Model of the Guangzhou-Hong Kong High-speed Railway has been published on August 31 th,2018 and would be in effect on September 4th,2008.Meanwhile,the Hong Kong part of Guangzhou-Hong Kong high-speed railway would be put into use on September 23 rd,2008.It symbolized that the ten-year discussion had met the end,so as the argument of legal confliction.Although the legal confliction has come to an end and the west kwloon port has opened as planed on September 23 rd,2018,the opinions of questioning the legality of it haven't eliminated at all.We haven't delivered response towards the legal-rooted criticism strongly and throughly.Hong Kong Bar Association holds the opinion that not only the decision of the national people's congress,but also the the explanation of the draft have no legal principle basics.Moreover,it has said that the response of the government for the announcement hasn't no further explanation of the legal principle basics.In this thesis,I will organize my discussion about the theory frame of the “cross border co-location juxtaposed model”,and analyze the main arguments about the legal principle.This thesis will judge these opinions objectively and raise proper suggestion to deal with the legal confliction,in hope of make some legal directional effect on the “two places one inspection model” of the Hong Kong-Zhuhai-Macao bridge port.
