In the 21 st century,competition among countries is ultimately the competition of human resources,and minors are the most valuable potential strategic resources of each country.However,with the rapid development of China's reform and opening and the rapid transformation of society,the factors of instability and disharmony have increased,some of which are from minors' crimes.A minor commits a crime and severs a personal future.A group of minors commit crimes,which is harmful to the future of the country and the nation.Different from adult crimes,the path of minors going to crime is not only because of their immature mental development,but also the adverse effects of various social factors and harsh environment.Therefore,to solve the problem of juvenile delinquency,it should be systematically resolved on the basis of improving the entire social governance system.Undoubtedly,today,in the full implementation of the strategy of governing the country according to law,the rule of law can provide a prescription for the governance and prevention of juvenile delinquency.The procuratorate,which is responsible for the supervision of the state,is responsible for the important duties that cannot be shirked.In 2013,the newly revised Criminal Procedure Law formulated and implemented a series of special procedures for the protection of minors' rights and their crime prevention.The conditional non-prosecution system is tailored to the special group of minors.After the procuratorial organs have tested the judicial practice for more than five years,the conditional non-prosecution system is indeed scientific,but the obstacles and problems encountered during the implementation of the operation also prompted us to reflect and find new solutions.In order to improve this system,it will be smoother in the implementation process of the procuratorate,and will be able to play its real role and maximum effectiveness.
