Research On Government Supervision Of Live Video Streaming Content

In recent year,the industry of live video streaming has undergone a period of rapid development as the number of platform and employee boosts to a great extent.However,that lay behind the prosperity are a series of deviation in content,such as vulgarization,wrong value orientation,false information,and the abuse of pornography and obscenity.Several government departments have implemented several policies and measures to regulate the chaos in live content but it's yet to be satisfactory.This paper attempts to first analyze the status quo of characters and development of live video streaming by methods of case analysis and to indicate the necessity of supervision.And then to analyze the status quo of supervision on live content from five aspects: object,admin principal,laws and regulation,regulation mechanism,and self-discipline of industry and also to discuss in depth those prominent problems in certain regulatory aspects,such as vague standard of harmful content,diversified regulatory bodies with poor management performance,absence of real time monitoring,and self-discipline of the industry and public participation playing little effect as supervision roles.Based on the problems,this paper continues to explore and conclude the reasons that lay behind by interviewing method in certain supervision aspects: regulatory policies,mechanism of regulatory bodies,industry self-regulation and social participation construction,and technical regulation.Based on the evidence that discovered from the supervision and regulation process,the research proposes suggestions in four aspects for strengthening and enhancing the supervision of live video streaming content.First,government department should attempt to improving laws and regulations system that centered on live video streaming and the industry by enforcing specialized administrative laws and regulations,specifying classification of illegal content.Second,government departments are expected to optimize its working mechanism by enforcing an interdepartmental linkage system,enhancing guidance and service level.Third,it is also important to accelerate the self-discipline pace of the live video streaming industry by helping platforms to join and to build internal profession associations also standards and specifications and to build up a social participation mechanism by developing and completing social report and reward mechanism.Last but not least,to promote technical regulation level by introducing innovative technology to enhance real-time monitoring efficiency,and applying high-tech methods into more supervision aspects to enhance content security.
