Research and selection of effective ways to engage in public service work,ways and means to improve the quality of public services,and incentives for public officials to provide high-quality public services have become research hot spots to improve the public service level of the entire government.Taking the public service motivation and job performance of grassroots civil servants as the starting point,this paper selects the grassroots civil servants in Ningbo C district as the research object,designs the public service motivation and job performance measurement questionnaire,and uses SPSS software to conduct empirical analysis and propose to improve.Policy recommendations for the performance of grassroots civil servants.This study mainly used the survey method,selected the grassroots civil servants in Ningbo C district as the research object,designed the public service motivation and job performance measurement questionnaire,and distributed 440 questionnaires through online and offline combination,and obtained the SPSS software.The data were processed,and the relationship between the research object's PSM and its job performance was empirically tested by validity reliability test,correlation analysis,descriptive statistics and regression analysis.The study finds that grassroots civil servants have a good level of public service motivation,and the different structural dimensions of public service motivation and job performance have certain differences in relevant demographic variables;in general,the public service motivation of grassroots civil servants is their job performance.It has a positive impact,but only the commitment dimension and compassion dimension of public interest and civic responsibility in public service motivation have a significant impact on job performance.Finally,this paper proposes to propose relevant policy improvements in the selection,training and assessment of grassroots civil servants: in the selection of grassroots civil servants,it should increase the level of testing the motivation level of public services,and limit the appropriate targets when setting up recruitment positions;In terms of training for civil servants,training content should be added to strengthen the public service motivation of civil servants,and new methods of training in the private sector such as role-playing and non-leader group discussion methods should be introduced,and civil servant education should be continuously improved;In the assessment of civil servants,public service motivation should be incorporated into the civil service performance appraisal system.
