Research On The Mechanism Of Public Service Supply Based On Villagers'autonomous Organizations

In recent years,China has made remarkable achievements in the field of economic construction.However,due to the serious uneven development between urban and rural areas caused by the dual structure of urban and rural areas,the biggest beneficiaries of China's rapid economic development are mainly concentrated in urban areas.From the current general situation of rural public service supply in China,there are still many problems in many areas.The basic survival of farmers is closely related to the supply of basic public services.Therefore,the basic living problems of rural villagers must be paid attention to by all walks of life.Effective and balanced integration of rural public service supply is urgently needed.The whole process of balanced integration is very difficult to be accomplished by the government alone.Based on this,the author believes that introducing villagers' autonomous organizations into the grass-roots public service supply mechanism can relieve the pressure of grass-roots government on public service supply to a great extent,on the other hand,the autonomous organizations can be close to the masses,and can optimize the allocation of grass-roots public service supply.This study takes the rural domestic waste treatment in Zhongdong Town as an example.Through the analysis of the basic situation and the current situation of the rural domestic waste treatment in Zhongdong Town,the main problems of the government,the village committee and the villagers in the process of the rural domestic waste treatment in Zhongdong Town are obtained,and then the causes of the problems are analyzed in depth.Taking the rural domestic waste management in Zhongdong Town as an example,this paper puts forward three suggestions: the establishment of villagers' autonomous organizations participating in public service supply;the establishment of non-governmental organizations participating in rural public service supply mechanism;the establishment of villagers participating in rural public service supply mechanism;and the establishment of rural village collective participating in rural public service supply mechanism.To ensure that villagers' self-governing organizations can truly participate in the supply mechanism of grass-roots public services,this paper also includes three safeguard measures: accelerating the pace of government policy improvement and function transformation,increasing the cooperation and participation of grass-roots village committees,and strengthening the self-construction and participation ability of villagers' self-governing organizations.The author hopes that this superficial study can provide reference and reference for the more efficient participation of rural villagers in the management of social undertakings,and at the same time,promote the rationalization and scientificalization of the provision of social public services by governments at all levels.
