Research On Current Situation And Countermeasures Of Telecom Network Fraud Crime In Kunming

Telecom network fraud is a new type in the process of scientific and technological progress and social development.Criminals mainly use telephone,network and short message to set up fraud through remote operation to induce the victim to transfer money,and ultimately cause the victim's property to suffer losses.In recent years,the number of cases of telecommunication network fraud in China has been increasing,and the economic losses caused by the victims are also increasing.Telecom network fraud is obviously different from traditional fraud,the former has the characteristics of long-distance,non-contact,cross-border and intelligent means,so it is difficult to crack down and control.Effective governance of telecommunication network fraud crime,to a certain extent,has important practical significance for the transformation of government functions,promoting multi-sectoral cooperation,protecting people's property security,eliminating social integrity crisis,purifying social environment and maintaining social harmony and stability.Through the research on the governance of telecommunication network fraud crime,it can provide theoretical support for the prevention and control of telecommunication network fraud crime,and provide academic reference for improving the relevant laws and regulations of telecommunication network fraud.This paper adopts the methods of literature,statistics and case analysis,takes the theory of social transformation and the theory of holistic governance as the perspective,takes Kunming telecommunication network fraud as the research object,from the Kunming telecommunication network fraud crime to file a case number,the economic loss number,intercepts dissuades and receives the police to stop pays four aspects to carry on the analysis.This paper analyzes the current situation of telecommunication network fraud governance in Kunming from three aspects: the introduction of a new joint meeting system to crack down on new types of illegal and criminal activities in telecommunication network,the establishment of Kunming Anti-telecommunication Network Fraud Sub-Center and the establishment of a telecommunication cooperation mechanism to combat and prevent telecommunication network fraud crimes.This paper analyzes the problems in the management of telecommunication network fraud crime from the aspects of complex crime types,intelligent crime means,cross-border crime,difficult case investigation and insufficient police force.And from the telecommunications network fraud crime governance laws and regulations,governance linkage mechanism,governance prevention propaganda and telecommunications network fraud victim prevention awareness of the five aspects of the reasons for the problems,through the government and other public departments,communication enterprises and victims of the main analysis,ultimately in improving laws and regulations,building linkage mechanism,Forming cross-border governance mechanism,improving the level of science and technology and informatization of governance,and strengthening propaganda efforts.The author believes that the governance of telecommunication network fraud crime needs multiple subjects to cooperate in many aspects in order to effectively crack down on and govern the occurrence of such cases.It should be noted that today's society is moving towards the 5G era,5G technology can provide basic services for high-tech information technology such as artificial intelligence,big data and the Internet of Things,and promote the development of society in a faster and more intelligent direction.But at the same time,we should also clearly see that while 5G technology brings convenience to life,it is also very likely to be used by some illegal elements to provide them with a new carrier for committing crimes,and once used by criminals,the time and energy spent by public security organs in combating and controlling telecommunication network fraud crimes may be several times as much as today.How to reasonably protect and use 5G technology to prevent it from becoming a new means of telecommunication network fraud crime,and how to deal with telecommunication network crime quickly and effectively in the future,this will be a problem that every citizen in the 5G era should pay attention to and think about.
