Since the “Belt and Road Initiative”(BRI)was proposed in 2013,it has been often compared to the Marshall Plan.This dissertation argues that the BRI is not a Chinese Marshall plan as it presents a distinctively different view on international order from the latter.The Marshall Plan is an assistance project for the rebuilding of economy of Western Europe after the end of World War ?.It began on April 3,1948 and operated for four years.Through removing trade barriers,modernizing industry and improving prosperity,the Plan aims to serving the interest of the US of preventing the spread of Communism and searching for global hegemony.While the BRI has gone through for six years.It aims at improving infrastructure and boosting economic prosperity for countries along the route.BRI follows the principles of extensive consultation,joint construction and shared benefits so as to build a community with shared future for mankind.The author firstly argues that the BRI is not a Chinese Marshall Plan.For this argument,based on the theories of international order,hegemony and a community with shared future,the thesis makes a comparison between the two initiatives based on the standards for access,the attached provisions and the drawing rights of capital.Under such comparison,the author attempts to prove that the BRI is not a Chinese Marshall Plan and to facilitate a better understanding of the BRI,which presents a new view of international order for global governance.
