Research On The Quality Of Information Disclosure Of China Children And Teenagers' Fund

After the promulgation of the regulations on the management of foundations in 2004,public welfare foundations have developed rapidly in terms of quantity and scale of funds,and gradually become an important part of social organizations in China,and their role in social development has been further highlighted.Most of the income of the foundation comes from social donation.Stable donation income is the foundation of the operation of the foundation,and the quality of information disclosure of the foundation is the key to obtain public trust and donation income.However,due to the negligence of the supervision of the foundation and the poor voluntary disclosure of the foundation information,many foundations are more casual in the process of information disclosure.Various scandals also threaten the development of the public welfare foundation,seriously affecting the social credibility of the foundation.Therefore,it is very important to study the quality of foundation information disclosure.It is an important guarantee for standardizing the behavior of information disclosure and promoting the orderly development of the foundation industry to explore the causes of information disclosure problems and find out the feasible countermeasures to improve the quality of information disclosure of the foundation.This paper takes China Children and Teenagers' Fund,the first national public fund after the founding of new China,as an example,analyzes and evaluates the quality of information disclosure from four perspectives: authenticity,sufficiency,timeliness and accessibility,then finds out the existing problems of information disclosure of China Children and Teenagers' Fund,and puts forward countermeasures and suggestions.China Children and Teenagers' Fund was established early and has a large scale,so it has certain representativeness.In 2019,the total income is 416 million yuan,and the brand projects such as "Spring Bud Plan" and "Ankang plan" have brought it good reputation.However,at the end of 2019,the "Spring Bud Plan" public welfare project was questioned by the public,because it was found that it used part of the project funds to help needy male students.After the doubt,China Children and Teenagers' Fund issued a statement in a relatively timely manner to clarify,but it caused a broader controversy.Through the analysis of China Children and Teenagers' Fund,this paper finds that it has many problems in information disclosure,including insufficient information disclosure reflecting operation efficiency,undisclosed project budget management and evaluation information,not fixed information disclosure time and so on.Then,the author finds out the causes of the problems and concludes that the foundation's accounting system has limited guiding role,imperfect audit supervision mechanism,imperfect legal responsibility system,insufficient consciousness of disclosing information and the restriction of information disclosure cost.Ultimately,the following suggestions are put forward: to begin with,we should improve the relevant system and laws of foundation information disclosure,standardize the content of foundation financial information disclosure,strengthen the audit supervision mechanism of foundation and establish the reward and punishment mechanism of information disclosure;secondly,it is necessary to strengthen the management of foundation public welfare projects,increase the budget and evaluation information of foundation public welfare projects,and establish a comprehensive project budget risk control system;thirdly,to supplement and reflect the operation efficiency information of the foundation;fourthly,to improve the internal governance of the foundation,including the management of special fund,the improvement of the internal information disclosure accountability system and the enhancement of the staff's awareness of information disclosure.It is hoped that the research of this paper will have a positive impact on the improvement of the quality of information disclosure of the foundation,and more and more people can pay attention to the information disclosure of the foundation industry.
