With the acceleration of China's urbanization process and the continuous deepening of its targeted poverty alleviation strategy,revitalizing the countryside and tackling poverty alleviation has become an important part of social governance in the new era.Ex-situ poverty alleviation and relocation of migrant communities is a strategic project in China to tackle poverty alleviation.In recent years,it has made important contributions to the advancement of poverty alleviation work in China.However,poverty alleviation is not only for relocation of residents in disaster-stricken areas for the purpose of disaster avoidance or ecological protection.The more important work is poverty alleviation and governance after community resettlement.This is also the starting point and end point of poverty alleviation.Therefore,this article combines national guidelines and local policies to benefit the people,and studies the community governance issues of ex-situ poverty alleviation and relocation projects.It has important practical significance for the improvement of community governance capacity after relocating and relocating people in other places.Theoretical reference.This article selects Huimin Huayuan,a typical immigrant community in Yuanqu County,Yuncheng City,Shanxi Province as the research object,and uses the literature research method to sort out Xi Jinping 's precise poverty alleviation ideas,state-social theory,governance theory,community development theory,and immigration integration theory And summarize the successes of predecessors and scholars on community management of ex-situ poverty alleviation and relocation,and lay a theoretical foundation for this article.Based on a review of the literature,this article uses case analysis and interviews to gain an in-depth understanding of the community profile,community governance status,and community governance effectiveness of Huimin Huayuan Community.Based on the analysis of the current state of community governance,combined with the requirements of modern community governance,the dilemma of community governance is pointed out.The dilemma includes four aspects,which are sometimes unsatisfactory residents' demands,contradictions and conflicts sometimes occur,the scope of residents' interaction is relatively limited,and residents' communities Low participation in public affairs.The main reasons for the analysis of the above problems are: the existence of dualization of management mechanisms,the lack of interaction mechanisms between actors,the lack of trust negotiation mechanismsbetween actors,and the lack of effective feedback channels.By improving the management system,constructing an inter-subjects interaction mechanism,reshaping social networks,and strengthening roles and community identification,the dilemma faced by the current governance process of immigrant communities is resolved,thereby promoting the modernization of immigrant community governance.Research shows that as a result of national policies,there are many problems in the process of ex-situ relocation of migrant communities,improving the institutional space of immigrant communities,improving their institutional design capabilities,driving more interaction among subjects,rebuilding social networks of immigrant communities,and promoting immigration.Communication and transformation of immigrant communities,clarifying immigration identity recognition and improving community recognition.
