Research On Integration Development Of Civil Air Defense Construction In Wenzhou

The sixth national civil air defense conference clearly put forward the strategic idea,and insisting on the integration of civil air defense construction with economic and social development,urban construction,emergency management and serving people.Taking the road of integrated development is an inevitable choice to change the development mode of civil air defense and improve the comprehensive benefits of civil air defense construction under the new situation,and it is also an objective need for civil air defense construction to seize and make good use of important strategic opportunities.In recent years,Wenzhou has made some achievements in the construction of civil air defense,but it is still in the initial stage of the integrated development.In view of this,this paper combines talking research and investigation research,to find out the questions in the integrated development in Wenzhou and analyze the reasons,and put forward targeted suggestions for the deep integration development of civil air defense construction.In addition to the introduction and conclusion,the paper contains four parts.The first part is the related summary.It explains the meaning of civil air defense construction and the integrated development of civil air defense construction,summarizes its principle,and analyzes the theoretical basis.The second part is the status of civil air defense construction in Wenzhou.First of all,it introduces the main methods adopted by Wenzhou in the integrated development.Secondly,based on the analysis of interviews and questionnaires,this paper summarizes the existing problems,which are mainly reflected in the inadequate publicity and education of civil air defense,unreasonable construction of civil air defense,the lack of fortification of important economic goals,and integration of emergency rescue forces,and analyzes the causes of the problems.The third part is the reference at home and abroad.Based on the experience of the United States,Japan,Ningbo,Taizhou and Haining,it draws the enlightenment of civil air defense planning landing,clear ownership of property rights,and strengthening the development and utilization of underground space.The fourth part is the countermeasure analysis.In view of the existing problems,this paper puts forward countermeasures and suggestions from three aspects:strengthening the concept of integrated development,deepening the objective of integrated development,and improving the legal system of integrated development.
