A Study On The Construction Of Community Policing In Shanghai

At present,China's Community Police Service is at a critical stage of reform and a critical per iod of development,and Community Police Service is the top priority of public security work.Its purpose is to improve the overall efficiency of police service,improve the public security organs to maintain social order,resolve social conflicts,prevent and a crackdown on illegal and criminal activities following the law.At the same time,it also plays a very active role in the construction and improvement of the social security prevention and control system,and even in promoting the governance innovation of society and communities.At present,although China has implemented a community policing strategy,with the rapid development of complex cities,the risks and difficulties of social security prevention and control have increased,and the security situation has become increasingly complex.Shanghai Municipal Public Security Bureau has realized that if they want to fundamentally solve the problem of social security,they can not only rely on the traditional community policing strategy guided by fighting against criminal acts but also need to combine the relevant theories of public management to prevent and control crimes from the source of crime formation.Therefore,through strengthening the research on the operation mechanism and relevant system of community policing in Shanghai,this paper puts forward perfect countermeasures and suggestions.This has important theoretical and practical significance.This paper will take the system theory,social cybernetics theory and multi-center governance theory as a guide,on the basis of summarizing and discussing the development process and model of Shanghai community policing,and take the Baoshan District of Shanghai as an example to deeply analyze the current status and the existing problems of Shanghai community policing in order to analyze the causes of the problems.The field investigation found that: Insufficient investment in infrastructure construction in community police service,inadequate participation of social coordination forces,difficulty in effectively integrating information resources,the low utilization rate of scientific and technological equipment,and lagging in the concept of community police service in public security department.Therefore,the paper will draw and analyze the advanced experience and enlightenment of the community policing model in some large cities in foreign developed countries,and then combine with the current situation of Shanghai community policing construction to put forward the relevant strategies for improving the community policing construction in Shanghai from the perspective of public management mainly include: Increase the basic input of community police service and scientifically formulate growth plans;improve the community police service operation mechanism and encourage social forces to participate;promote the co-construction and sharing of information resources to improve the efficiency of scientific and technological equipment;change the inherent concept of public security organs and improve system reform.
