For a long time,the work of civil execution has being faced with difficulties,about work efficiency and work impartiality,which impairing judicial authority.The root of the difficulties is unreasonable and unscientific allocation of civil execution power.In 2014,the Fourth Plenary Session of the 18th CPC Central Committee proposed "improving the judicial system and promoting the pilot reform for the separation of judicial power and executive power." As a result,the general direction of the reform has been clarified,but the specific measures for reform is not yet clear.Firstly,this paper introduces the current situation of civil execution power,and analyzes the dilemma and its causes.Secondly,this paper based on the theories of civil execution power,reform practice and foreign experience.Finally,this paper proposed a specific reform path.At the macro level,civil execution power should be placed in the people's courts.At the micro level,it is necessary to deal with the separation and connection between the decision-making power and implemented power In the meantime,it is important to deal with the connection among procedures(filing,trial,execution).It is supposed to construct a vertical management system of implemented power.In addition,it is imperative that improve other supporting systems.
