Research On Contractual Villager Autonomy

The stability and development of the rural areas directly affect the stability and development of the whole society.Villager autonomy,as the core of rural grassroots democracy,is the fundamental guarantee for realizing rural stability and development.China's villager autonomy system is a basic political measure to stabilize rural development and ensure long-term social stability.It is suitable for China's basic national conditions and meets the actual needs of rural areas.As the cornerstone of effective governance of rural society and grassroots democracy construction,it mobilizes the enthusiasm of rural people to participate in politics and promote the development of grassroots democratic politics.Villager autonomy as an innovation in the rural social management system is a major innovation in the history of the development of China's social system and a political guarantee for the construction of a new countryside.Only by vigorously carrying out grassroots democratic political construction in rural areas and establishing a good mechanism for villagers' autonomy,can we create a good social environment and achieve harmonious development and scientific development in rural areas.However,it is undeniable that there are various problems in the practice ofvillager autonomy.We need to delve into and analyze and find targeted solutions.At the beginning of the mergerof Dongfang village in Jinshan district,Shanghai,problems and contradictions emerged in an endless stream.The villagers were disconcerted;the villagers knew little about the village affairs;the democratic supervision was insufficient;the villagers' democratic awareness was weak;the village affairs were determined by village cadres;the relationship between the cadres and the masses is tense,and so on.The village party set out to explore new execution of work.On the basis of perfecting the inner-party democracy,we should give full play to the village party member's cutting edge exemplary role,insisting on the tenet of the democratic management into the village work,exploring the ‘4+2+1' standardexecution of work.Through years of practice,the practice has been broadly welcomed by the masses.The implementation of the execution of work means the important matters in the village is not decided by the members,nor the villagers vote congress discussion,is by the involved households or involved the villagers on behalf of the final decision,the villagers holding ‘veto',people didn't nod and does not agree,the resolution will not be able to promote the implementation,the author summarized it as contractual villager autonomy,it used deliberative autonomy as a base,at the same time try to sublimate to deliberative autonomy,highlight the ‘subject' position of the villagers,truly people-based.
