Since the reform and opening up,with the rapid development of China's economy and society and the increasing level of industrialization and urbanization,high-risk production safety risks and severe fire prevention and control pressure come along with it.In addition,China has a vast territory and frequent natural disasters.In China,the foundation of production safety is weak,the system of disaster prevention,mitigation and relief is not perfect,the awareness of national prevention is not strong enough,and the overall capacity of emergency rescue is weak Under the realistic condition that the level is not high enough,the national emergency management is facing great challenges.In order to meet the needs of the emergency management in the new era,according to the latest reform plan since the 19 th National Congress of the Communist Party of China,the State Council established the emergency management department,which integrated 11 departments and 13 responsibilities,and made it clear that the armed police forest unit and the public security fire fighting unit were all decommissioned,and transferred into the emergency management department to establish the national comprehensive fire rescue team,which was taken as the national standing emergency backbone Fire fighting and other emergency rescue work,give full play to the role of the main force and national team of emergency rescue.In November 9,2018,when Xi Jinping gave instructions to the national comprehensive fire rescue team,he stressed that "the establishment of a comprehensive national fire rescue team" is a strategic decision made by the CPC Central Committee to adapt to the modernization of the national governance system and governance capacity.It is an important measure to build a new national emergency rescue system in the new era based on China's national conditions and characteristics of disasters and accidents,and to improve disaster prevention and mitigation.It is of great significance to protect people's lives and property,safeguard social and public security." In this paper,in February 2018,the Party passed the reform plan in the third Plenary Session of the 19 th CPC Central Committee,and in November 2019 Xi Jinping gave the national flag of the comprehensive fire rescue team 1st anniversary as the time node.Taking the reform branch of Z city fire rescue detachment as an example,using research interview method,literature research method and other research methods,the analysis framework was established based on the new public service theory and the government process reengineering theory.It focuses on the analysis of the current situation and existing problems in three aspects of the functional transformation,institutional setting and staffing in the process of the system reform of the fire rescue detachment in Z city.It is the first time to refine,summarize and reflect,further analyze the causes of the problems,and propose solutions.In order to promote the construction of China's fire protection system,improve the level of team standardization,specialization and professionalism,it is unswerving to walk The new way of building fire rescue team with Chinese characteristics is provided.
