Overseas military bases are the product of special military relations between countries.Since the ancient Greek period,they have played an important role in national strategy.In the colonial era,Portugal,Spain,and the Netherlands all had numerous military bases worldwide to strengthen military control and maintain colonial rule.With the outbreak of the World War,the United States began to accelerate the establishment of military bases around the world.To date,the United States has established 766 overseas military bases and is distributed in more than 30 countries around the world.To this day,overseas military bases still have the means by which big countries follow overseas geopolitical interests and realize foreign policies.However,with the change of the current international pattern,overseas military bases are of great significance in protecting Chinese nationals,maintaining the security of maritime navigation routes,combating piracy,peacekeeping and counter-terrorism,etc.This paper aims to study the related problems caused by overseas military bases under the new international situation.Legal issues caused by overseas military bases are becoming increasingly complex.This article first summarizes the meanings of overseas military bases under international law,and focuses on analyzing the functions and territorial attributes of overseas military bases in the current international situation.Secondly,taking representative bilateral military treaties related to overseas military bases as an example,it summarizes the general rights and obligations of the sending countries and host countries,and the problems in the process of performing obligations.Then this article uses the empirical research method to take relevant cases as an example to analyze the basis and privileges of military personnel.Due to the frequent occurrence of crimes by military personnel belonging to overseas military bases,but the military personnel have not been held accountable or confessed.This phenomenon has caused dissatisfaction between the host country and the international community.This article attempts to find the reason why military personnel escape punishment.Finally,this paper analyzes the national responsibility of environmental pollution in military bases,an takes the hot issue of American military bases in South Korea as the main research object.This paper uses comparative research methods and empirical analysis methods to analyze the environmental pollution problems caused by overseas military bases and the plight inthe process of accountability between the two countries.This article also tries to solve the problem in accountability and put forward opinions on the ongoing negotiations between the United States and South Korea.
