Research On Rural Grassroots Governance Under The Background Of Rural Revitalization Strategy

The 19 th National Congress of the Communist Party of China proposed a rural revitalization strategy,the implementation of this strategy "is a decisive victory in the major historical task of building a Xiaokang and a modern socialist country in an all-round way,and is a key to the work of agriculture,rural areas and farmers in the new era." Proceeding from the overall and long-term development of the cause of the party and the country,the fourth plenary session of the nineteen th Central Committee of the Communist Party of China set out,"We will create a new pattern of governance at the grassroots level and improve institutional channels for the masses to participate in governance at the grassroots level," the central government said in document no.1of 2020,we will improve the rural governance work system,insist on the linkage of county and rural areas,and move the focus of social governance and services down to the grass-roots level.We will allocate more resources to townships and villages to improve the effectiveness of rural governance.Since the reform and opening up,the process of rural grass-roots governance has been carried forward in an orderly manner,and the reform of grass-roots governance has achieved certain results.However,with the rapid development of Economy and society,the principal contradiction in society has been transformed into one between the People's ever-growing needs for a better life and unbalanced and inadequate development,and the problem of rural grassroots governance has become increasingly apparent,bringing new challenges to rural grassroots governance in the new era,therefore,it is urgent to put forward targeted countermeasures to solve the dilemma of rural governance at the grass-roots level under the background of rural revitalization strategy.Based on the strategy of Rural Revitalization,this paper explores the realistic problems of rural grassroots governance in the new era,and puts forward some pertinent suggestions,it is of great practical significance to promote the modernization of rural governance at thegrass-roots level under the background of rural revitalization strategy.In this paper,the rural revitalization as a research perspective,analysis of the current rural grass-roots governance problems,and put forward practical solutions.Specifically,this paper starts with the basic concept of rural revitalization strategy,the basic concept of Rural grass-roots governance and the logical relationship between rural revitalization strategy and Rural grass-roots Governance,from the following aspects: The Concept of governance has some cognitive errors,the mechanism of governance system is maladjusted,the responsibility of the main body of governance needs to be clarified,the application of governance science and technology needs to be deepened,and the construction of governance talents needs to be strengthened,this paper analyzes the problems existing in rural grass-roots governance in the new era,and from the relevant legal system supply gap,the governance of the lack of standardization and autonomy,the traditional governance system inertia bondage,etc..On this basis,drawing on the advanced experience of rural grass-roots governance at home and abroad,and putting forward suggestions for promoting the modernization process of rural grass-roots governance in China,namely,first,establishing the modern concept of rural grass-roots governance,the second is to improve the system and mechanism of rural grass-roots governance,the third is to define the main responsibilities of rural grass-roots governance,the fourth is to deepen the use of science and technology in rural grass-roots governance,and the fifth is to promote the construction of Rural grass-roots Governance Talents.
