Research On Mobile Government APP Construction In Provincial Cities Of China

In recent years,with the rapid development of mobile communication technology,the widespread popularity of smartphones and the public for the improving of the government service quality requirement,a global government affairs service common electronic and trend of mobile Internet and mobile devices because of its strong availability and affordability,increasingly from the electronic government services platform to the mobile platform migration important driving force.Governments are increasingly using digital technology to provide advanced mobile services to meet users’ personalized needs with customized and intelligent services.Mobile government APP is a further extension of mobile government.It is a mobile application that government departments provide government services to the public,enterprises or department employees.It has the functions of government information release,online service,online interaction and communication.Compared with government portals,mobile government apps are more clear,intuitive,fast,and suitable for mobile users and are more popular among the public.At present,China’s mobile government APP construction is still in the initial stage,the popularity,service quality and use of the situation is not very ideal.Therefore,how to make better use of mobile government apps to promote the construction of service-oriented government and meet the public demand for services has become a topic worth studying.Capital city is the center of political and economic development provinces,its mobile egovernment construction and development of the APP is the province’s intuitive reflect,therefore,in this paper on China’s capital city,studies the construction of mobile affairs APP,in order to other city government to strengthen the construction of mobile affairs APP,promote the overall quality of government services,to provide the reference.Based on the theoretical research on mobile government and mobile government APP by many scholars at home and abroad,this paper defines the concept of mobile government and mobile government APP.Furthermore,this paper makes a network survey on the downloading and installation of mobile government apps,user evaluation and their functional construction in provincial capitals.According to the survey,the mobile government apps in provincial capitals are in urgent need of standardized construction,the service function is in urgent need of improvement,and the user experience is not good.The fundamental reasons are the lack of unified standards and overall planning,imperfect system guarantee,inadequate infrastructure and professional and technical personnel support,and insufficient service innovation awareness of government personnel.Therefore,this paper proposes to strengthen the construction of mobile government APP from the aspects of establishing unified standards and paying attention to top-level design,improving the institutionalization of mobile government,strengthening infrastructure construction and talent training,and innovating and developing the concept of serving the government.
