Research On The Ways Of Cooperative Management Of Shared Bicycles In Nanjing

Shared bicycle is a new type of bicycle rental business that combines the sharing economy with "Internet + transportation".The convenience,efficiency and low cost of the bicycle make the shared bicycle widely available to the public from the very beginning.Accreditation and acceptance,the number of users has also exploded,and has also provoked several shared bicycle companies to enter the market.In 2016,more than 20 shared bicycle companies entered the market at the same time,which is also a big challenge for market regulation.The market chaos caused by shared bicycles and users' safety are becoming more and more serious,which brings new problems to the management of relevant departments.Therefore,how to manage the shared bicycle market and promote the healthy development of this new format is a problem we need to take care of.This paper focuses on the government,bicycle companies,the public,industry associations and other subjects,and studies the collaborative governance among the various subjects.Firstly,the PEST analysis method is used to analyze the origin of shared bicycles in Nanjing,mainly from the political,economic,social and technical levels to face the conditions of shared bicycles appearing in Nanjing.Then,the development history of the shared bicycles in Nanjing and the status quo of the co-governance governance were systematically sorted out,and the current situation of the synergy between the various entities under the leadership of the government,enterprises and the public was elaborated,and the problems at each subject level were discovered.At the government level,the problems are mainly about rules formulation,public space division,infrastructure construction,and government supervision role positioning.The problems of enterprises mainly include war between enterprises,mismanagement of deposits,and management of user information.The problem at the public level is civil society responsibility and the social education is not perfect.The reasons for these problems are analyzed in detail from the perspective of each subject and the collaboration between the subjects.After field research on Hangzhou's experience and excellent practices in public bicycle and shared bicycle management,it puts forward countermeasures and suggestions for the coordinated management of shared bicycles in Nanjing.The main ones are: the government should define the responsibility boundary,break the information barriers,formulate industry rules,standardize industry behavior and improve infrastructure construction to ensure users' safety.Enterprises should strengthen self-discipline,change development ideas,assume social responsibilities,and cooperate with government.The public should gradually cultivate the awareness of rules and regulate their own behaviors.At the same time,the public should be more involved in the supervision of bicycle management.Finally,citizens should improve their own quality.
