Research On The Construction Of Lifelong Accountability System For Major Decision-making Since The Eighteenth National Congress Of The Communist Party Of China

Major decision-making is an important way for the party and the government to govern the country and have a far-reaching impact on the long-term peace and stability of the party and the country.Power means responsibility,and the institutional construction of accountability must be the guarantee for major decision-making to achieve more significant results.Since the 18 th National Congress of the Communist Party of China(CPC),the CPC central committee with comrade Xi Jinping at its core has attached great importance to the system of accountability for major decision-making,and called for the establishment and improvement of mechanisms for accountability and error correction for decision-making.At the Fourth Plenary Session of the 18 th Central Committee of the CPC,a system of lifelong accountability for major decision-making was clearly proposed.This has important practical and far-reaching historical significance for standardizing and constraining the power of leading cadres,locking power in the "cage" of the system,building an integrated system and promoting the system and mechanism of dare not,cannot and do not want to be corrupted,promoting full and strict party and law-based governance.This paper firstly makes a brief analysis of the background of the CPC's proposal of the lifelong accountability system for major decision-making,and then summarizes the research results of the lifelong accountability system for major decision-making at home and abroad with the method of literature analysis.On this basis,this paper summarizes the relevant concepts involved in the research,which lays a good foundation for further research.Second,reviews the exploration and practice of the lifelong accountability system for major decision-making since the 18 th National Congress of the CPC from the central and local perspectives,find out the present problems existing in the system of lifelong accountability for major decision-making and analyze reasons,construct the basic contents of the lifelong accountability system for major decision-making.In the end,it puts forward five safeguard measures to ensure the implementation of the system,namely,adhering to the political construction as the leadership,perfecting the laws and regulations of the lifelong accountability system for major decision-making,improving the system of public disclosure of party affairs and government affairs,establishing a fault tolerance and correction mechanism for major decision-making,constructing a accountability mechanism for accountability subjects.
