Study On The Optimization Of The Business Environment System In Liaoning Province Based On He Xie Management Theory

Optimizing the business environment is an important breakthrough in revitalizing Liaoning.As far as the nature of business environment is concerned,soft environment construction is relatively hard environment construction,that is,system construction is relatively more effective.Therefore,Liaoning Province must continue to maintain the advantages of business environment system construction on the existing basis,adhere to continuous innovation,and provide valuable institutional innovation experience for Liaoning Province and even the whole China.Based on the theory of harmonious management,this paper intends to make a systematic analysis of the current situation and reasons of the construction of the business environment system in Liaoning Province,and at the same time put forward corresponding solutions and countermeasures.First of all,based on one of the causes of harmonious management theory," internal friction " to build a cause analysis system,analyzed the Liaoning Province business environment system construction has four dimensions of problems: first,the government environment: administrative examination and approval system has structural internal friction.The same level difference is big,the third level differentiation is serious;the second is the market environment: the system inertia internal friction.Inertial wear-off dividend,innovation is difficult to continue;third,the rule of law environment: the effectiveness of the existing system of the rule of law has imbalance internal friction.The demand changes,the system supply is not in place;the fourth is the humanistic environment: there are defects in the social credit system.The individual difference is big,the safeguard mechanism is not perfect.Secondly,the logic of Liaoning Province's business environment system construction is constructed by means of the four dimensions of market,government affairs,rule of law and humanities,and the reasons for the theoretical logic and practical problems of Liaoning Province's business environment construction are summarized.Finally,based on the actual situation of the construction of the business environment system in Liaoning Province,more measures aimed at optimizing the system level were proposed for the problem.
