Research On The Maintenance Of Rural Public Order From The Perspective Of Participatory Governance

The maintenance of public order in rural areas is a complicated project.In the rural areas known as "semi-acquaintance society",to maintain public security order,we need to learn from the excellent traditional culture of our country and play the role of civil security resources.As the inheritor of the local culture,the representative of grassroots public opinion and values,the new rural gentries are the important folk security resources on which the rural public order maintenance relies.It is an important topic for us to explore how to inherit the positive role of traditional rural gentries in the maintenance of rural public security order,discard the original shortcomings,and better play the role of new villagers in the maintenance of rural public security order.Compared with the rural gentry,the "new" has four aspects: the institutional background,the main structure,the social function and the value concept.As an important civil security resource,participatory governance provides a feasible way for new rural gentries to participate in the rural security order.Participatory governance is the whole process of advocating the public to directly participate in social public affairs,and finally achieve the goal of cogovernance.In the context of the government's modernization of governance system and governance capacity,the introduction of participatory governance is of great significance to the maintenance of public order in political,economic and social aspects.New rural gentries have the internal and external motivation to participate in the maintenance of rural public order and are the practitioners of participatory governance.New rural gentry participation in rural public security order maintenance is not alone in our country,in order to make the research to the focus,so as to explore new rural gentry in the specific role of rural public order maintenance,this article selects belonging to "the hometown of Confucius" Jining city of Shandong province town to observe T samples,after learning affect T main factors to the stability of public order in the town and the town new T rural gentry in gender,age,occupation,"the present" four aspects constitute the basis of investigation and statistics,the "present" and "absent" two kinds of new rural gentry participation in the public security order maintenance carried out empirical research.It can be found that the new rural gentry of T town play an important role in the maintenance of rural order,and also face external and internal difficulties in the process of participation.Therefore,in the perspective of participatory governance,new rural gentries should play a greater role in the maintenance of public security order in T town.It is also necessary to improve the cultivation path of new rural gentries and ensure their participation.Meanwhile,new rural gentries should also take the initiative.
