Research On Public Security Intelligence Process Reengineering Under The Background Of Big Data

With the advent of the era of big data,the world is undergoing a new round of information technology changes,such as the Internet of Things,Mobile Internet,Cloud Computing.Traditional public security intelligence work has been unable to meet the needs of police informationization,and there are many problems.For example,compared with the rapidly updated big data,intelligence products are lagging behind,while the public security intelligence service lacks initiative and prevention.The emergence of these contradictions prompted the public security agency to seek new reforms.Public security intelligence work must be changed in combination with big data.However,the change of organizational structure and the construction of information platform are only the surface of reform.In order to make the public security intelligence work produce substantial changes,it is necessary to reconstruct the public security intelligence process.At present,scholars at home and abroad have made little theory and research on the reengineering of public security intelligence process.From the perspective of big data,this paper will transfer the Business Process Reengineering Theory(BPR theory)and Government Process Reengineering Theory(GPR theory),so as to seek the reengineering method or model of public security intelligence process.The reconstruction framework of public security intelligence process under the background of big data was set up.This paper is divided into six chapters:Chapter 1 is the introduction,which briefly describes the research background and significance of this paper.The research status of public security intelligence process and the process reengineering in related fields are reviewed,and a comprehensive evaluation is made to pave the way for the following discussion.Chapter 2 introduces the theory sources of public security intelligence process reengineering,namely BPR theory and GPR theory.The similarities and differences between the two theories and the public security intelligence process reengineering are analyzed by discussing their background,theoretical connotation and framework model.Explore the feasibility and selectivity of theory transfer,and explains the transfer mode of BPR theory and GPR theory.Chapter 3 comprehensively expounds the basic issues of public security intelligence process reengineering,Including relevant concepts and principles,problems faced by the original intelligence process,the feasibility and necessity of public security intelligence process reengineering under the background of big data.Chapter 4,under the background of big data,puts forward the framework model of police intelligence process reengineering,and introduces the specific implementation stage based on the transfer of BPR theory,GPR theory and related fundamental issues.The framework model is mainly composed of reengineered core process and supporting system.The reengineered core process can take public security intelligence users as the center,which mainly contains intelligence research and judgment process,intelligence warning process,and intelligence service process.This process can improve the quality and efficiency of intelligence products and services by using the idea and technology of big data.Chapter 5,taking the example of intelligence process reengineering in the public security bureau of Y District,H City,Zhejiang Province,verifies the feasibility of public security intelligence process reengineering in the practical work from the reality,verifies its effect and finds out the insufficiency,so as to improve the theory.Chapter 6 summarizes the research ideas and viewpoints of the whole paper,reflects on the shortcomings in the research of public security intelligence process reengineering,and looks forward to the future public security intelligence work under the background of big data.The innovation of this article is to shift the core concept and method of BPR theory and GPR theory based on big data,build a framework of public security intelligence process reengineering,and proposes feasible plans for public security authorities in various regions on how to conduct public security intelligence process reengineering,which makes intelligence work develop with big data at the same time.
