A Study On The Crime Of Embezzlement And Its Prevention From The Perspective Of The Routine Activities Theory

Embezzlement is a crime in which a state functionary takes advantage of his position to illegally possess public property,thus causing losses to the interests of the state and the people.Since the reform of supervision,the party and the state have integrated anti-corruption resources and formed a national supervision system.Against this background,embezzlement crime prevention and control work also needs to be followed up.While going to "stock" to curb "increment",more effective measures should be taken to prevent embezzlement crime.From the perspective of routine activities theory,embezzlement crime is an act that motivated offender encounters a suitable target and commits under incapable guard.This shows that the emergence of embezzlement is the result of the interaction of motivated offenders,suitable targets and the absence of capable guardians.Using the theory of routine activities to analyze the embezzlement crime can find out the causes and mechanism of the embezzlement crime.Correspondingly,it can also construct a more systematic prevention model and formulate countermeasures.According to the analysis framework and content of routine activities theory,it is necessary to build a three-in-one system prevention from three dimensions: reinforcing the guard,strengthening the protection of criminal targets and reducing motivated offenders,at the same time,corresponding specific measures should be designed.This model of prevention is embodied in the integrated promotion mechanism of ‘dare not corrupt,failing of corruption,being unwilling to corrupt’.In terms of specific measures to prevent embezzlement,first of all,through the construction of a comprehensive multi-dimensional guard system to achieve full coverage of people,property,and things,to reinforce the deterrent of ‘dare not embezzle’;secondly,by strengthening the control of prevention system,regulating power operation,property management and other methods,to protect suitable targets,and achieve the goal of ‘failing of embezzlement’;thirdly,through the establishment of a comprehensive anti-embezzlement guarantee mechanism,innovative political and ideological education,improvement of the consensus of integrity,to reduce criminal motives and potential offenders,and promote the formation of ‘being unwilling to embezzle’ ideological defense fort.
