Research On Outstanding Problems And Countermeasures Of Police Auxiliary Personnel Standardized Management

As an important supplement to the police force nowadays,police auxiliary personnel are full-time staff who are not on civil service establishment and assist the public security organs and their policemen in performing their duties under their command and supervision.Standardized management of police auxiliary personnel is to construct and improve the standardized system aiming at the outstanding problems existing at the present stage,which is an urgent need to adapt to the development of public security situation and to ease the shortage of police force,an important measure to promote the regularization of police auxiliary personnel force,and of great significance to innovate social governance and maintain social stability.On the basis of the existing literature research,the author investigated the public security organs in Shanxi,Shandong and Henan,and summarized the problems in standardized management of police auxiliary personnel such as contradiction between lack of law enforcement power and behavior of law enforcement,between theoretical classification and public security work practice,and between team instability and professional development.Moreover,reason is that the legal position is not clear,the duty and authority are not clear,the occupational security is not sound,and that the emphasis is on business and not on ideological and political work.Based on Marxist theory of the state and privatization public-private partnership theory,this paper puts forward the corresponding countermeasures in view of the prominent problems in the standardized management of police auxiliary personnel at the present stage.Firstly,Through the combination of the theoretical guidance of public security organs and the guidance of police behaviors,the professional spirit of police auxiliary personnel is cultivated,and the ideological and political education and guidance of police auxiliary personnel are strengthened.Secondly,according to the functional scope of the police,the core functional scope of the police auxiliary personnel is to carry out the marginal policing such as preventive maintenance of order and public service;the non-core function is to assist the police to implement the law and maintain the order after the event under the command and supervision of the police.According to the theory of administrative assistant,the scope of duties and powers of police auxiliary personnel is determined to be subordinate administrative assistance to the core police assistance of the police,that is,to assist in law enforcement and post-incident maintenance of order,and the independent administrative assistance to marginal police,that is,to independently implement public services and preventative maintenance of order.Lastly,referring to other countries' useful experience of the police auxiliary personnel with different positions in setting different law enforcement authority,the author suggested that police auxiliary personnel should be endowed with certain enforcement power in the marginal policing.
