The rapid development of Internet technology has brought earth-shaking changes to people's lives.Since its birth in 1969,the Internet has quickly entered thousands of households and people's lives.With the passage of time and the improvement of the importance of cyberspace,international relations began to bring cyberspace into the scope of its analysis.Cyberspace is no longer a simple technical space,and international relations began to spill over to cyberspace.Especially in recent years,with the intensification of the game situation among great powers in cyberspace and the exposure of many cybersecurity events,countries fully realize the importance of cyberspace in great powers games and begin to pay enough attention to cyberspace.In this case,the actions and games of countries in cyberspace are becoming more and more intense.Under the background of the intensification of the game situation in cyberspace,it is a practical question that how to maintain the peace in cyberspace and promote the common use of cyberspace by many stakeholders in cyberspace,including sovereign countries,to promote economic and social development and the improvement of people's living standards.Introducing the concept of “strategic stability” during the cold war between the United States and the Soviet Union into cyberspace,constructing the strategic stability in cyberspace,and maintaining peace in cyberspace through the negative stability of “strategic stability” is one of the current ways to promote peace in cyberspace.Through the research,this paper holds that the current interaction of great powers in cyberspace is an important factor affecting the strategic stability in cyberspace.From the perspective of the bilateral level of great powers relations in cyberspace,this paper analyzes the impact of great power interaction in cyberspace on the strategic stability in cyberspace.This paper takes the interaction relations between great powers in cyberspace as independent variables,and takes the three states which are contained in strategic stability in cyberspace(strategic stability,strategic instability and fragile stability which is the intermediate state between strategic stability and instability)as dependent variables to explore the impact of bilateral interaction relations between major powers in cyberspace on the three states of strategic stability in cyberspace,and to study how this impact is caused.This paper hopes to promote the development of strategic stability in cyberspace and promote peace in cyberspace by exploring the factors that affect the strategic stability in cyberspace.The results show that the interaction relations between great powers in cyberspace does have an impact on the strategic stability in cyberspace.Cooperative and benign interaction between major powers in cyberspace is conducive to the construction and maintenance of strategic stability in cyberspace.On the contrary,conflicts,competition and vicious relations among great powers will have a negative impact on the construction and maintenance of strategic stability in cyberspace.The above research results reveal the dynamic relations between the interaction among great powers in cyberspace and strategic stability in cyberspace,and point out the direction for all stakeholders in cyberspace to jointly build and maintain strategic stability in cyberspace.In addition,at the end of this paper,from the perspective of the interactive relations between great powers in cyberspace,and combining with the characteristics of cyberspace and the actual situation of the games among great powers in cyberspace,this paper puts forward some suggestions on the construction and maintenance of strategic stability in cyberspace,hoping to promote the development of cyberspace strategic stability and maintain peace in cyberspace.
