Research On Budget Management In Modern Police Security

As a management activity that each organization with the function of financial activities must carry out,the importance of budget in the 21^stcentury is becoming more and more obvious.Enterprises and administrative departments all over the world are trying to improve the efficiency of internal resource utilization and realize organizational strategies by establishing a modern budget management system.One of the most important principles of budget management is to achieve the truth of the budget,which is necessary to reduce the difference between the budget and the final account as much as possible.As a result,the budget will be more in accordance with the organizational strategy,so as to achieve the long-term development of the organization.In recent years,the state has paid more and more attention to the modernization of budget management,and has strengthened and improved audit process,accountability tracking mechanism and approval process.Based on this,because of the special work nature and the lack of police force,public security agencies have adopted relatively backward budget management for many years.There are many problems which directly caused the slack budget of public security agencies and seriously hampered the modern development of public security agencies,such as unbalance between budget preparation and strategy,poor budget execution efficiency and low budget funds use efficiency.In the past,the research on budget management of public security agencies only focused on making up the ancient budget management models without re-examining or studying the whole budget management process.In view of the problems existing in the current budget management,this paper takes a strategic perspective as starting point and makes a corresponding summary according to the previous budget management research.Through the combination of strategic management and budget management,the budget management process of the budget main body of the public security agencies is reformed and demonstrated.Demonstrate that from a strategic perspective,the budget management of the public security agencies of the budget main body can achieve the reduction of the budget final account balance,improve the budget execution efficiency,and then improve the modern police security system.This paper is divided into the following parts.Chapter 1 puts forward questions through the research background,research significance and related domestic and foreign literature reviews.Chapters 2 and 3 summarize the relevant theories of budget management and strategic management.Chapters 4 and 5 provide a detailed analysis of the causes of budget slack in the current budget management of public security agencies.Empirical research is used to summarize the possible problems in budget management.Finally,Chapter 6 proposes to carry out budget management from a strategic perspective.Describe the strategy of public security agencies,and then transform it into a quantified budget target,realize the organic combination of budget management and strategic management,which promotes the scientific and modernization of budget management and provides new ideas for the construction of modern police security budget management.This paper deeply studies the problems existing in the budget management of the public security agencies of the current budget main body and makes an attribution analysis.Then,through the combination of strategic management and budget management,realize the scientific and rationalization of the overall budget management process of the budget public security agencies,provide excellent countermeasures for the budget public security agencies to build a modern budget management system in line with their own characteristics based on the modern police security construction,and also open up new ideas for choosing the budget management mode of the administrative department.
