Chinese letters and visits system is one of the important political systems in contemporary China.From the perspective of dialectical materialism,the political system as a superstructure must adapt to the level of the development of productive forces,otherwise it will be a hindrance.With the improvement of China's productivity,Chinese letters and visits system,a political system established in 1951,must be continuously reformed,developed,and improved to meet the level of productivity and social development.From the standpoint,methods,and viewpoints of Marxism,this thesis applies multidisciplinary principles such as Marxism,sociology,new institutional economics,management,and informatics,and forms a theoretical analysis framework about “the Communist Party of China,productivity,system,and the mode of management",which is an innovation in the research method.Making use of this theoretical analysis framework,the thesis analyzes the reform,practice,and exploration of the Chinese letters and visits system in contemporary China from the perspective of theory,history,and empiricism.The thesis first traces the historical and theoretical sources of the contemporary Chinese letters and visits system,revealing that the establishment of the contemporary Chinese petition system is inseparable from the nature of its founder,who belongs to Marxist party in essence.The contemporary Chinese letters and visits system originated from the people's petition in the revolutionary period.The purpose of the Communist Party of China to serve the people wholeheartedly is the prerequisite for the emergence of people's petitions,and the establishment of the revolutionary bases provided a material basis for the construction of the petition system.After the establishment of the People's Republic of China,with the increase in petitions from the people,the flat management model of members of the Communist Party of China which spontaneously and directly dealt with petitions during the revolutionary period could no longer cope with the exponential increase.Therefore,the handling of petitions must be included in the hierarchical administrative management system,and a formal system must be established to regulate petitions.Thus Chinese letters and visits system was formed.The original intention of the Communist Party of China to set up this system is toserve the people and maintain close ties with them.However,the staff dealing with petitions are all in a hierarchical bureaucratic administrative system,which naturally has a tendency to close out the people.Therefore,Chinese letters and visits system must be reformed to solve the contradiction between the original intention of Chinese letters and visits system and the bureaucracy..In order to explore the overall thinking of Chinese letters and visits system reform and reveal its inherent logic,the thesis focuses on three major reform highlights,including the first Chinese letters and visits system reform in the history of New China,the large-scale visits reception by county-level party and government leaders,and the Internet letters and visits system in recent years.These cases will provide useful experience for further promoting Chinese letters and visits system reform and avoid the shortcomings.Through “the Communist Party of China,productivity,system,and the mode of management",it is found that all the reforms are aimed at overcoming the shortcomings of the bureaucratic administrative system,and returning to the original intention of the petition system.The first two reforms are implemented by strengthening and refining the "system" elements without changing"productivity" and "management model".In this case,the level of productivity development cannot change the hierarchical management mode of the petitioning processing work.Therefore,when it comes to strengthen and refine the element of"system",the "leadership responsibility system" has to be taken to promote reform based on the characteristics of the hierarchical management mode.The third reform,Internet letters and visits system,can only be implemented after China's productive forces has reached a relatively high level of development,and after China has achieved the full spread of the Internet.Through the institutionalization of online letters and visits system,the working mode of Chinese letters and visits system can be changed.In this case,the elements of "productivity" "system" and "management mode" can be completely changed to effectively overcome the disadvantages of the hierarchical management model,and to realize the Communist Party of China's original intention,which is to serve the people-centered.Therefore,the future direction of Chinese letters and visits system reform is to achieve comprehensive informationization of petitions,receptions,and petitions processing by strengthening the institutionalization and promotion of online letters and visits system.Therefore,this paper concludes that the Communist Party of China is the primary factor for the establishment,development and improvement of Chinese lettersand visits system.The leadership of the Communist Party of China and the establishment of the people's political power are the premise and foundation for the establishment and reform of Chinese letters and visits system.The original intention of the Communist Party of China founding Chinese letters and visits system is “ people centered ”.Productivity is the decisive factor for the realization of "people-centered".The level of productivity determines the management mode and system design of Chinese letters and visits system.Only when the level of development of productive forces reaches a certain stage,the management mode of dealing letters and visits work can be fundamentally reformed.Only when the management mode changes fundamentally,can the contradiction between the original intention of establishing Chinese letters and visits system and the management mode of dealing letters and visits work be solved through the system design,so as to truly realize the "people centered" development thought.
