Study On Environmental Evaluation Of Business Administration In Heilongjiang Province

In September 2015,the "Several Opinions on the Construction of a New Open Economic System" issued by the State Council of the Communist Party of China Central Committee proposed that "Efforts should be made to build a stable,fair,transparent,and predictable business environment." On January 5,2018,the first topic of the executive meeting of the State Council was the deployment to further optimize the business environment.Premier Li Keqiang emphasized: "It must be recognized that optimizing the business environment is to liberate productivity and improve comprehensive competitiveness." In view of the current economic development,we believe that the business environment is the sum of the realization conditions faced by market trading activities and the factors affecting transaction efficiency.In order to explore the role of the government in the process of creating a business environment,the concept of the business environment is proposed as the sum of the constraints on efficiency and cost provided by the government in the face of market transaction activities.Two types of environmental conditions and soft environmental conditions.The optimization of the business and administrative environment will help improve the market economy system,reduce transaction costs,improve the quality of regional economic development,and enhance national competitiveness.More importantly,the optimization of the business environment for government affairs can also support the sustainable development of finance by improving the quality and efficiency of economic development,establishing a safe,high-efficiency,high-quality,sustainable financial system.Starting from the two aspects of the hard and soft environment provided by the government for the market clearing house,the main investigation is the infrastructure for the hard environment;for the soft environment,the information and human resources provided by the government for the market clearing house are mainly selected.The entropy weight method is used to calculate the weight of each indicator,explore the extent to which each indicator contributes to the development of business administration environment,and the TOPSIS method is used to calculate the comprehensive index of business administration environment in each region.Heilongjiang Province has a business administration environment in all regions of the country.Development rankings.An analysis of the statistical description and index compilation results of the indicators of the business environment of Heilongjiang Province shows that: the problems of high transportation costs,poor information sharing,and insufficient policy implementation,and the low utilization of financial inputs,incomplete information disclosure,From the perspective of imperfect policy formulation and other perspectives,the root cause of the problem was analyzed.Based on this,it has put forward targeted measures in various aspects such as strengthening the depth and breadth of informationdisclosure,strengthening the construction of information disclosure platforms,improving the cadre incentive mechanism,strengthening the scientific and practical effectiveness of policy formulation,strengthening policy interpretation,and improving fiscal investment policies suggestions.
