An Empirical Study Of Evil Force Crimes In Anhui Province

In January 2018,the third nationwide anti-crime special fight officially began.This special fight is the key measure to ensure people live and work in peace while maintaining harmonious society.Different from the previous fight against underworld and the evil forces,this special action combines both "underworld" and "evil",and even more emphasis on the crackdown on crimes of evil forces.For a long time,the public could not accurately distinguish the crimes of underworld forces,and even thought that the underworld forces crime is a unified term.In order to accurately identify and handle criminal cases of underworld forces for the front-line investigators,the state immediately issues the "Guiding Opinions on Several Issues Concerning the Handling of Criminal Cases of Underworld and Evil Forces",which standardizes the identification of the criminal concepts and constituent characteristics on the crimes of underworld and evil forces.In order to implement the policy of "Accurate and real fight",the public security and judicial organs must not only have a deep understanding of the composition of the crime of underworld and evil forces,but also accurately determine the difference between crimes of evil forces and crimes of the underworld nature and other similar crimes.In recent years,the economy of Anhui Province has developed rapidly while its urbanization rate has continued to increase.However,it corresponds to uneven economic development,widening poverty gap,and inadequate government management,all of which have left room for the emergence and development for the crimes of underworld and evil forces.Judging from the previous special fights against the crimes of underworld and evil forces,due to the fact that such kind of crimes have not fully entered the regulatory field of the "Criminal Law",while the relevant legislation is not perfect,Anhui Province and even the whole country have carried out severe and heavy attack on the crimes of underworld and evil forces,thus the amount and scale of such crimes have shown an increasing trend.Analyzing from the sample data,the crimes of underworld and evil forces in Anhui Province have shown the obvious characteristics of regionality,family,group,and youth.In order to effectively combat crimes of underworld and evil forces,the Anhui Provincial Government should firmly grasp the development strategy of "regional integration of Yangtze River Delta" and the "One Belt and One Road",while also vigorously develop the economy,At the same time,the financial investment in social security measures such as education,culture,and employment should be increased.Improve the construction of grassroots organizations and the rule of law,and strengthen the government's social control capabilities.The revision on the crime charges of underworld and evil forces should be expedited,as well as increasing the statutory punishment and establishing property punishment.At the same time,the criminal policy of "strike against small crimes at an early stage" should be implemented for a long time,so as to achieve a full-scale crackdown on crimes of underworld and evil forces,with a view to promoting the construction of safe Anhui Province.
