Research On Problems About County Land Law Enforcement Supervision

Law enforcement and supervision of land and resources,as the basic guarantee for the full implementation and effective implementation of land management laws and regulations and related policies and systems,is an important part of land and resources management,an important means to safeguard the legitimate rights and interests of all stakeholders,and to ensure the standardized use of land resources,and is also an important means to protect national land resources and safeguard land resources.The legitimate interests of the land and the fundamental way to standardize the good order of land management are to promote the construction of land under the rule of law,to promote the innovation of the national social governan ce system and the modernization of the social governance capacity,to standardize the land management order and to safeguard the legitimate rights and interests of the people,to protect and rationally utilize the land and resources,and to ensure the national food security.The surface plays a very important supporting role.At present,the grass-roots law enforcement and supervision work of land and resources is still faced with a large number of illegal gross,procedural illegal prominent,some places do not pay enough attention to the daily law enforcement and supervision,law enforcement personnel accountability risk pressure significantly increased and their own ability level is still not well adapted to new tasks and new requirements.Therefore,to fundamentally solve the problems existing in the grass-roots land and resources law enforcement and supervision process,to reverse the current dilemma of land law enforcement,to stop the wind of illegal land use,and to crack down on illegal land occupation and land use behavior are the overall requirements of the current grass-roots land management,and are also the major issues that need to be studied and discussed urgently in land management.1.Starting from the current situation of law enforcement and supervision of land and resources in J area,this paper points out the problems existing in law enforcement and supervision of land and resources at the grass-roots level by analyzing the data of illegal land use in recent years and the investigation and disposal of typical cases,and gives some suggestions on how to improve and optimize law enforcement and supervision of land and resources at the grass-roots level in combination with the excellent and advanced experience at home and abroad.The corresponding optimization countermeasures and suggestions are provided for the decision makers of land and resources management departments.This paper is divided into six chapters.The first chapter is the introduction.It m ainly introduces the background,significance,research methods,technical routes and the current research situation at hom e and abroad,including the land law enforcement and land supervision system s in Singapore,Russia,France and Britain,as well as the causes of illegal land use in China.And the present situation,and the system and technology of curbing illegal land use.The second chapter is the theoretical basis,mainly introduces the related con cepts,institutional settings,functions and powers of law enforcement and supervision of land and resources,as well as the relevant theories,public governan ce theory,land management theory and so on.The third chapter analyzes the current situation and problems of law enforcement and supervision of land and resources at the grassroots level.Taking Area J as an example,the author studies the subject,object m eans and ways of law enforcement and supervision,that is,the situation of law enforcement teams,the situation of illegal land use in recent years,and the discovery,check,investigation and correction of illegal land use.The fourth chapter points out the reasons for the formation of illegal land use,starting from the internal and external reason s of the land system,r espectively pointed out the team,means,laws and regulations and other aspects of th e reasons.The fifth chapter introduces the advanced experience of land law enforcement at home and abroad.Taking Russsia as an example,it enumerates the land man agement system and the regulations of land law enforcement and supervision in Russia.Chapter 6 summarizes the countermeasures and suggestions,and p uts forward the relevant countermeasures and suggestions from several aspects,such as stren gthening the construction of institutional team,perfecting the relevant laws and regulation s,strengthenin g the ability and means of law enforcement,and giving play to the guidance of propaganda and public opinion.
