Study On The Actuality And Problems In The Grassroots Agriculture-related Letters And Visits

Letters and visits serves as a bridge between the party and the government and the people,as well as an important source and fundamental work for maintaining harmony and stability of society.The fourth plenary session of the 19 th central committee of the communist party of China demanded that,adhering to and developing the "Fengqiao experience" of the new era,opening up and standardizing channels for people to express their demands,coordinate their interests and safeguard their rights and interests,improving the system of letters and visits,and resolving conflicts at the grassroots level.This has brought a new topic of the times in letters and visits.Especially with the continuous development of rural economy and society,a large number of social conflicts and disputes constantly emerge,and the demands of rural people for their own interests continuously increase.The incidence rate of grassroots agriculture-related letters and visits keeps rising,and the situations and types of agriculture-related letters and visits show the characteristics of diversification and complexity.Contradictions and conflicts triggered by compensation for demolition and relocation,land transfer,village affairs management,cadre whistleting,law-related lawsuits,and historical legacies have intensified,resulting in a huge amounts of letters and visits,an increasing number of irregular petitions,andentanglement in letters and visits.Therefore,it is of positive significance for maintaining social harmony and stability and promoting reform and development to analyze and study carefully the system of grassroots letters and visits in China,find out the problems and shortcomings in grassroots letters and visits,further explore and improve countermeasures for grassroots letters and visits,and provide theoretical support to the prominent role of letters and visits in grassroots governance.This paper is based on T county in Shandong province agriculture-related letters and visits as the breakthrough point,sifting the current situation,working process and working system,find in-depth T county agricultural complaint reporting handling office conditions,problems and causes,with the help of types and typical case analysis,and putting forward some countermeasures to perfect and improve the work of grass-roots agricultural letters and visits.First,at the level of organizational construction,we should consolidate the foundation of rural grass-roots organizations and constantly improve the construction of grass-roots teams and standardization.Second,at the working mechanism level,we will improve the working mechanism for agricultural letters and visits,further straighten out the working relationship,clarify the tasks and innovate the way of thinking.Third,at the institutional level,we will promote the rule of law in the handling of letters and visits concerning agriculture and rural areas,and constantly raise the level of rule of law in the handling of agricultural letters and visits.Fourth,at the social environment level,we should create a social atmosphere for lawful petitioning and visiting,and vigorously advocate lawful and level-by-level rational petitioning and visiting.I hope that through the research and exploration of this paper,I can provide constructive opinions and suggestions for the agricultural letters and visits.
