Finance is the core of the economy,the orderly operation of the economy is the cornerstone of the steady development of the country.As an important support of the financial system,the banking industry is the center of gravity of the market economy and plays an important guiding role in the redistribution of resources.Because of the special development course of China's banking industry,state-owned commercial banks have a monopoly position in the banking industry.At the same time,state-owned commercial banks also shoulder the function of regulating market and policy transmission.Because of this,the state-owned bank needs to shoulder the most basic interests of the broad masses of the people,and earnestly carry out its own duties and responsibilities.How can state-owned commercial banks devote themselves to the social public service system without shaking their own development foundation,and find a balance between commercial and public aspects,and give back to the society more actively under higher benefits.Improving the performance of public service functions is the core goal of this paper.This paper mainly takes Wenzhou as the research object to explore the present situation of the public service function of state-owned commercial banks.Firstly,the present situation of theoretical research and development is summarized according to the relevant literature at home and abroad.Secondly,the current concept,development process,significance and practical value of state-owned commercial banks and public service functions are stated,and the relevant theoretical tools are introduced.Then on the basis of the theoretical research,the present situation of the public service function of Wenzhou state-owned commercial bank is investigated and interviewed,and the problems in the actual operation are summarized and analyzed.On this basis,the shortcomings of Wenzhou state-owned commercial banks in the process of performing their public functions are clarified,such as the lack of social responsibility in performing credit intermediary duties,the imperfect supervision system and service of banks performing payment intermediary functions,the insufficient support for the grass-roots level of inclusive finance in performing credit creation functions,and the lack of innovation models in performing financial service functions.After studying and analyzing the causes of the problems,this paper puts forward the contents of improving the public service function of state-owned commercial banks from the following points: optimizing the allocation of state-owned resources,deepening the function of credit creation,improving the sense of social responsibility and improving the function of credit intermediary,speeding up the innovation of public service mode and expanding the function of financial service,perfecting supervision and safeguard measures and establishing evaluation system,and perfecting the function of payment intermediary.Finally,this paper summarizes and clarifies three suggestions: first,not all public services need to be provided by the state,and there must be some public services that need to enter the market to be realized by social institutions.State-owned commercial banks should maximize the function of government public service,feed back to society to improve the efficiency of public services,rich types and levels.Secondly,the performance of public service function of state-owned commercial banks is not at the expense of their own economic benefits,and the two should promote each other and work together.Finally,although the research results of this paper are carried out from the perspective of state-owned commercial banks,they can also be applied to other levels of banks and financial institutions and provide theoretical support for them.
