Study On "Hollow Village" Governance In Bashang Area Of Hebei Province

With the development of China's economy and society,especially since the reform and opening up more than 40 years of high-speed economic development,urbanization process accelerated,a large number of rural population into cities,the rural population is gradually reduced,vast rural areas of different level to appear the phenomenon of "hollow village",and He Bei Ba Shang region due to the special natural conditions and economic and social development factors,such as "hollow village" phenomenon is more serious.In Zhang Bei Ba Shang region "hollow village" management as the research object,to the county within the scope of "hollow village" were analyzed,and research the present situation of governance,and try to find a way to solve for the fact of the dam area,in Ba Shang area of rural development,precision of poverty,development of urban and rural areas as a whole to provide certain theoretical thinking and practical basis.Through literature research method,field research method,case study method and other research methods,a large number of domestic and foreign archives and theoretical research on sustainable development of rural areas,urbanization construction and "hollow village" governance and other aspects were reviewed,providing theoretical support for the "hollow village" governance research in Zhang Bei County.Zhang Bei County has carried out the governance work through government leading,mass participation,determination of governance model and intervention of market subjects,which has achieved certain results,but now it still faces a series of governance difficulties.Through the introduction of several advanced typical experiences in China,this paper puts forward some countermeasures from the aspects of village planning,homestead management,industry development,capital investment,grass-roots organization management and changing people's ideas,which can provide reference for other areas on the dam.The "five-in-one" linkage mechanism is innovatively proposed to solve the current governance dilemma.Through multi-department and multi-channel cooperation,a three-dimensional and multi-directional governance system is constructed to treat both the symptoms and the root causes of the "hollow village" governance,so as to realize the harmonious development of rural areas in Bashan.
