Research On The Influence Of The Transformation And Upgrading Of Industrial Structure On Employment Structure

Under the new normal,economic development is faced with many problems.Comparative advantage is gradually lost.The cost of essential productive factors is on the rise.The capability of independent R&D of product is insufficient.Enterprises are subjected to both extrusion in the international competition.In addition,the serious air pollution makes the government realize that economic development can not be at the expense of the environment.The strict environmental protection policy and the adjustment of industrial policy make a lot of traditional enterprises close down,suspend operation,merge or shift.The surplus agricultural labor and the outflow labor from the second industry have entered the third industry.However,due to the downturn of the economic environment,its internal structure is also constantly adjusted.So,the ability of absorption to the labor is also weakening.Therefore,we must speed up the transformation of the mode of economic development.And,it's necessary to draw support from the transformation and upgrading of industrial structure to explore the new economic growth pole and boost economic growth.Meanwhile,the purpose of economic development is to protect and improve people's livelihood.China's national condition that it's nearly about 1 billion 400 million population determines that employment is the biggest livelihood issues.The evolution of industrial structure reflects the social progress and economic development.The increase of total employment and the optimization of employment structure are related to social stability and people's happiness.Therefore,only by dealing with the relationship between industrial structure and employment structure properly,the national economy can be stable and healthy.The optimization of the evolution of these two structures is a dynamic process.Income structure and consumption structure put up a bridge between both.Through this link,they can form a positive interaction,and finally achieve a win-win.After 2012,both of them have successively formed the structure of“three,two,one”.However,from the perspective of the transition process,the change of the employment structure in the time and distribution is lagging,and it can not match the industrial structure of each stage.And compared with the developed countries,thisstructure didn't reach the corresponding height.There are three specific performance.First,labor resources and industrial development are mismatching.The proportion of employment in the primary industry is too high.There are still a large number of surplus labor that they can not get internal self-absorption and external transfer.Then,the second industry is lack of adequate stimulating effect on employment.And,the issue of structural unemployment is outstanding.Final,although the life service industry in the tertiary industry absorbs a large amount of agricultural labor force,productive service industry will become the leading industry of the third industry in the future.And,because of its relatively high quality requirements to the labor force,the employment space will shrink.This paper selects the relevant data of China's three industries and employment from1978 to 2015.From the point of view of the qualitative analysis of the literature and theory,along with the quantitative analysis of current situation,coordination and regression,the article puts forward the following suggestions to make the employment structure optimized.First,we need to accelerate the pace of urbanization,and reasonable layout of cities of different sizes and towns.Second,we should speed up the reform of urban and rural household registration system.Third,it's necessary to promote the optimization of internal structure of agriculture.Fourth,China must enhance the overall level of new-type industrialization,cultivating high-tech industries characterized by “high refined and sharp”.Finally,we must coordinate the development of two-type service industry.
