By studying the relationship between family background, individual characteristics and the participation rate of children's higher education,it is possible to propose some suggestions for improving the family human capital to achieve the policy of blocking the intergenerational transmission of poverty. In this paper, the relationship between the participation rate of higher education and the family background and the individual characteristics of children in urban families, rural families and migrant families is studied by using the CHIP2013 data and the method of logit model estimation, which accords with the actual situation of our country. In addition, the paper also studies the relationship between the higher education participation rate and the family background and individual characteristics of the children. In this paper, the collinearity test of CHIP2013 data shows that there is no collinearity in parental educational background, family disposable income, occupational types, etc. This may be due to the fact that the sample individual parents studied at the beginning of the reform and opening up and the domestic education system was not perfect. This allows this article to incorporate these important variables simultaneously. This study found that:(1)There is a significant positive correlation between parental education and the participation rate of children in higher education in all types of families.(2)Parents belong to the power sector. The impact on the urban families and the floating population is significantly positive. However, the relationship between rural households is not significant. This may reflect the lack of rural education resources, even if parents belong to the power sector.Children have better educational resources.(3)The participation rate of female higher education is slightly higher than that of males in three types of households, and it is statistically significant. This may be due to the fact that the traditional concept of patriotism is reduced or that women have a higher quality of learning talent.(4)In terms of the number of siblings, the marginal effect in floating family and rural families is-3%,which is greater than-1%in urban households. This reflects the negative effect on the quality and quantity of children's education in non-urban families. The relationship is more pronounced. Therefore, rural families, migrant families, etc.need to be vigilant against the adverse consequences of the decline in the quality of their children's education if the government encourages childbirth under the "second child" policy.(5)Regardless of the type of family,non-agricultural households have a significant advantage in the participation rate of higher education in agricultural accounts, and when the quality of higher education is divided, the advantage of non-agricultural households in comparison with agricultural accounts is even greater. From 1995-In 2005,the average annual expenditure for compulsory education in rural areas and towns in China was 590 yuan and 928 yuan respectively, which meant that there was a big gap between rural and urban education quality.(6)High-income families have the ability to eliminate individual characteristics such as the number of children and the negative effects of their hukou. The participation rate of higher education for children of the three types of families is significantly positively related to income. At the same time,in the regression of income after stratification,we found that the individual characteristics of high-income families in the three types of households have a smaller impact on the participation rate of their children in higher education, while the number of households and children in middle-and low-income families, etc. It will have a greater impact on the quality of children's education. This is because high-income families can make up for the negative effects of individual characteristics by increasing their investment in education.Because of the constraints of economic level,low-income families can make up for this by increasing investment in education. The ability to own individual characteristics is less.(7)Considering the convertibility of rural families and migrant families, comparison of migrant families and rural households found that whether families belong to mobile families(migration=1)is significantly positively correlated with the explanatory variables. Therefore, urbanization has a positive effect on the participation rate of children in higher education.Influences.
